    Comments: As a two-time homebirth mother, I am extremely supportive of midwifery and especially out of hospital birth. Too few midwives are available in New York state and those who exist are greatly inhibited by the written practice agreement requirement. It is time midwives are recognized as serious professionals who do not require the approval of competing practitioners to practice. Please drop the requirement for the written practice agreement! We are planning to leave New York state very soon largely because of this absurd practice restriction.

Midwives continue to appropriately consult, collaboratively manage and refer their clients to their medical colleagues. The written agreement is what needs termination.
