    Comments: I am a billing mgr and a certified medical coder, I have seen how this new law has affected how we are to make a decision on being able to continue treatment of our dual eligible patients, it is not an easy decision to make, but financially it is having a great impact. If this continues county clinics will soon have more patients than they can handle, and at times the care that is received is questionable at times.
