DIASPORA MADAGASCAR VIGOROUSLY CONDEMN THE PROPOSED ROADMAP BY SIMAO Since 2009, Madagascar plunged into total confusion. On January 31, 2009, Rajoelina former Mayor of Antananarivo proclaimed himself "in charge" of the Republic of Madagascar on the Place du 13-May. On March 16, 2009 mutinous soldiers following his lead stormed the presidential palace. On 16 March in the evening, Lieutenant-Colonel Charles Andrianasoavina supported by militias attacked the State House of Iavoloha with heavy weapons while forcing the elected President Marc Ravalomanana to flee. On March 18, 2009, Norbert Ratsirahonana, special adviser to the illegal president tried to formalize the takeover of his protégé and organizes a mock inauguration in March 21, 2009. Since then, the international community, as a whole, has condemned the takeover president installed in Madagascar:  The European Union qualifies as a takeover the regime change in Madagascar. In June 2010, it terminates its development assistance, particularly because of the unwillingness of the HAT for finding a consensual and inclusive solution;  The United States considers the transfer of power as undemocratic and believes that the government change is unconstitutional;  The African Union suspended Madagascar and punishes with 109 political figures including, Andry Rajoelina and his wife Rajoelina Mialy Rajoelina It is now over 2 years in Madagascar that anarchy reigns, with Andry Rajoelina, with impunity, still reluctant to hand over his illegal and illegitimate power drags on to power The Cotonou Agreement of June 23, 2000, signed by Madagascar, however, is clear and strictly prevents any military coup author to stay in power with impunity and to stand for elections. The roadmap proposed by Simao is contrary to ALL the above points. The roadmap Simao is opposed to the principles of legality and democracy that are dear to Madagascar and the international community. The international community, the Malagasy diaspora and friends of Madagascar should not be influenced by this roadmap is a holdup of the State by few unelected group. In a civilized country that respects itself:  Andry Rajoelina will never have the right to exercise the functions of head of state  Andry Rajoelina will never have the right to appoint a prime minister  Andry Rajoelina will never be able to appoint members of government  Andry Rajoelina shall not appoint members of Congress or the Senate (CT and CST)  Andry Rajoelina should not be in charge of organizing the upcoming elections For the rest of the points raised by Simao’s roadmap, it is simply a list of precepts never followed the by Andry Rajoelina and his team:  Respect for human rights  Freedom of Expression  Avoiding arbitrary imprisonment  Etc. We are aware that we need to negociate a crisis resolution in the respect of the viewpoint of Maputo agreements, but not at the expense of the Malagasy people and the fundamental international principles. Hereby, we strongly condemn the attempt of the road map proposed by Simao. We appeal to the conscience of all Malagasy and spectators of the crisis in Madagascar. Confirming Andry Rajoelina in his illegal and illegitimate position is like leaving a bad legacy for future generations. We ask you to sign this petition which will be handed soon as possible to the representatives of the international community.
