MABRA (the Mid Atlantic Bicycle Racing Association) should commit to give USAC either $3000 or $6000 by 12/5/2012. This money will be used to fund a regional test fund, that will compliment USAC/USADA's current testing activities regionally.


This commitment would qualify MABRA to receive matching funds ($3000 or $6000 respectively). The funds would be passed through to USADA with no administrative fees, and would be used to test either one or two events within our region in 2013 depending on the amount committed ($3000 matched becomes $6000, or one event, etc.). The responsibilities of promoters and racers do not change. This is no way limits the amount of testing that may occur locally. MABRA will be responsible for keeping our calendar and BAR standings up to date.


Additionally, making this commitment will allow MABRA riders to donate directly to a regional fund while renewing their license. These funds will not be matched, and do not offset MABRA's commitment. 


The undersigned would like to urge MABRA to be proactive, and to make the commitment to USAC. In addition to the perks -- the matching funds, and the ability to earmark donations while renewing -- we see this as a small but proactive step towards making cycling a safer and cleaner sport.
