I think that you really have to reconsider your development plans affecting Little Green Street. These plans have more serious consequences that you have foreseen.
Apart from the historical value of this street, this road is used daily by lots of people. For example, any week day between 8 and 9 am, this pedestrian street is massively used by children who are walking to their schools in the area. Having the street cut would mean that children would have to find alternative routes, closer to busy roads, which would be more dangerous. Alternatively, parents may feel that in order to keep their children safe, they will need to drive them to school, thus further contributing to traffic congestion and greenhouse gas emissions at a time when we are all being encouraged to find healthier and more carbon neutral ways of getting to school, work, etc.
Moreover the street is the principle way the people who live in Ingestre Estate use to reach Highgate Road. Closing this street would imply leaving those people isolated and marginalized.
I strongly recommend you to reconsider your plan.
