About 4 million unwanted animals are euthanized each year in the U.S. yet, some breeders keep breeding them unreasonably. This bill would limit the number of purposeful breeding of domestic animals thus lowering the number of animals euthanized due to an overabundant population. A breeder would be required to hold a "Breeding License", and be required to follow breeding regulations. Any breeder irresponsibly breeding and or breeding without a license will be fined. A portion of fees collected via un-authorized breeding, over-breeding and licensing fees would go to shelters to help house the over population of domestic animals.
