In America you need a license to drive a car. A license to sell alcohol, but the most important decision a person can make is to have a child and no license is required. In order to stop child abuse Americans 16 years old and older needs to take a parenting test and acquire a license to have children. Without a license the child will be taken away and the parents will be fined and possible jail time. They may have their child back after fine is paid and acquire a license.
