There are way too many poor dogs in Rescue and being Euthanized. The only way to prevent this is to Licence Breeding. A fee for Breeders with restrictions as to how many litters they can breed and a Fee for anyone who wishes to breed. Fines for those that do breed without a licence. All dogs to have passports. Defra knows the number of all livestock in this Country so why can they not do this with dogs. This would also be good to do with Cats as they too suffer. There will always be rescues when people cant cope with pets or have to part with them but without so many litters there will be a lot less. We cant control the Criminal fratenity but this would even restrict them. Please sign this as so many dogs and cats are suffering because of too many dogs and not enough homes. Lets make the Goverment do something, now not in 2 years the sooner the better.
