Legislate the Hippocratic Oath, with penalties for breaching the oath, instead of referring these breaches to a bias/self interested authority like the AMA. This should then allow those who do not have high incomes to see a doctor/specialist without being caused financial hardship, and in perhaps lead to a reduction in state and federal health budgets.
