Under current state law, it is a crime to grow or possess marijuana, regardless of whether the marijuana is used to ease pain or other symptoms associated with illness. Marijuana doesn’t just help cancer patients. Marijuana will still be illegal for non-medical use. This measure amends state law to allow persons to grow or possess marijuana for medical use when recommended by a physician. The measure provides for the use of marijuana when a physician has determined that the person’s health would benefit from its use. I. Proposition 215 helps terminally ill patient not just cancer patients. A. Proposition 215 will allow patients to legally use marijuana if, and only if, they have an approval. B. University doctors and researchers found that marijuana is effective in. . . . 1. Lowering internal eye pressure 2. Slowing the onset of blindness 3. Reducing pain of AIDS patients 4. Stimulating appetites 5. Wasting syndrome 6. Alleviating muscle spasms 7. Epilepsy 8. Spinal cord injuries C. When 1 in 5 Americans will have cancer and 20 million may develop glaucoma, shouldn’t our government let physicians prescribe any medicine capable of relieving suffering? D. A Harvard University survey found that almost one half of doctors surveyed would prescribe marijuana if it were legal. II. Proposition 215 DOES NOT permit non-medical use of marijuana. A. Proposition 215 does not allow unlimited quantities of marijuana to be grown anywhere B. Proposition 215 only allows marijuana to be grown for a patients personal use C. Recreational use would still be against the law D. Police can still arrest anyone who grows to much or tries to sell it E. Proposition 215 declares that measure not be construed to supersede prohibitions of conduct endangering others or to condone diversion of marijuana for non-medical purposes. Proposition 215 is based on legislation passed twice by both houses of the California legislation with support from both democrats and Republicans. VOTE YES ON PROPOSITION 215.
