Bill: Land Of The Free Taxes: Any and all money made from any exchange of goods shall be taxed at a rate decided upon by annual local levies. These taxes will be set up so there can be a flat sales tax on all goods and additional levied taxes on certain item such as alcohol or fuel. There shall be no taxes levied against any services of any kind, and at no time shall anything be double taxed, or taxed from ownership. Thus property tax will only exist as a one time cost figured by a percentage of the cost of the land and yearly taxes will only consist of levied taxes for local services such as Fire/EMS, public transit, and schools; penalties for failure to pay levied taxes shall be decided by the people but shall under no circumstance result in forfeiture of property. Income will not be taxed without a major majority vote of the people within each state, and taxes shall be collected by the state and by no federal entity. Taxes on income will last a maximum of 1 year without a vote by the people to continue said tax. All taxes on income will be required to be a flat tax on everyone who earns above a decided upon exemption level. Land use: Unused Land: Open flat lands and empty parking lots are free to use to the public when not being occupied by any businesses or during non-business hours of any business on site. Land owners of any parking lots or open flat lands will not require payment for use of the area of land for parking or camping. These places will allow free parking and camping as long as they remain in unused parts of the property where they will not bother customers of businesses, and at no time will any authorities, land owners, or business owners attempt to remove the occupants except for individuals that are breaking any laws or already wanted by the police for criminal charges. Public land: All parks and nature preserves are free to use and do not have any time limits, allowing parking and camping with no restrictions. Loitering no longer is a violation and is thrown out, making everyone feel welcomed and a part of their community. Services such as grounds keeping and garbage removal will be paid for by local governments from properly levied taxes and/or donations from those using the parks. Owning Land: Once you buy land and have paid for it you own it for life and no one can take it from you for any reason; and you'll never be required to pay anyone anything to keep it. It is illegal to own more than one home or more than one residence and it is illegal to collect rent on any homes and/or apartments. All apartment buildings share a split ownership with all tenants in their buildings like a standard non-leased condo, and are not allowed any ownership by any one individual or by those not living in the building with the exception of unsold units owned by the developer. Developers will sell each unit after construction and will only be liable for warranty related repairs for a time of 5 years for sold units. It is unlawful to raise the value of a home based on it's ability to be self sustaining. Needs: At no time shall anyone make any profit from withholding the needs of others, or attempt preventive methods at stopping or controlling anything that can be freely created in abundance, disregard to ownership of land, public or otherwise as long as it benefits the good of all. Individual Works: Copyrights: All digital works such as photos, video, music, software, games, and other forms of digital works copyrighted may only be owned by the creators of their works and at no time shall any company built upon advertising, mass production, and/or sales take possession of these copyrights. It is then the responsibility of each digital artist to publicly announce and declare their disintegration of their copyright ownerships when they no longer feel the need for them.
