On September 26, 2011 at 6:30pm The Lancaster County Council will hold the THIRD and FINAL reading of the BUDGET.  You may have thought this was over and done with in June...well no!  While we did receive the NO increase vote on June 27, and Council took out all non-profit items from the budget, they are all placed back in, as well as the $5 increase to vehicle registration!  So we seem to have an Accountability and Transparency issue. In looking at the budget on the website, one will see that the FINAL budget dated June 27, 2011 has all of these items still in it.  Even though at the meeting, they were clearly taken out!  What?  This was not the approved budget!

And now the County would have you believe that the budget they are passing is saving you money.  If the math is done properly, I am afraid it is a smoke and mirrors effect.

Due to reassessment, the value of the mil has been increased to $244,538.  The County should collect $21,176,699 in property taxes in 2012. Compared to $20,665,719 in 2011. Add to that the $5 increase on the vehicle registration for a combined total of $819,271.  If that is not an increase in taxes, I don't know what is.

IF the County had stayed with the real "budget" they approved on expenses in June, the mil rate would be 84.1mils instead of 86.6
