Jones on Sep 15, 2011Comments: Being a nuclear whistleblower, who testified before U.S. Congress (Morris Udall - Insular Affairs Committee) and Public Utilities Commission of Ohio, regarding safety and quality of the Wm. H. Zimmer Nuclear Power Stations Units 1 and 2, just 19 miles east of Cincinnati, Ohio. In 1980, I was the Sr. Safety & Quality Analyst working for the "Constructor" (Kaiser Engineers) and was hire to address Nuclear Regulatory Commission (NRC) reports submitted to the "Owner" of the plant. I documented numerous critical violations of nuclear regulations, and the total breakdown of the safety and quality programs, during the construction of the power plant. What I discovered, was that safety and quality concerns will NEVER stop the construction or cause shutdown of these plants. In the end, the only thing that stopped the construction of the "Zimmer" plant was FINANCE. the strategy that finally stop this plant, was the purchase of the "Owner" Cincinnati Gas & Electric stock, and attendance of stockholder meetings. After this strategy was applied, the construction was stopped, the GE BWR reactor was removed and the plant now operates as a fairly clean fossil fuel plant. The rate payers of utilities in southern Ohio lost approx. 2 billion dollars, but not their lives. Another target for success, should be the Belfonte plant near Scottsboro, Alabama. This plant was stopped prior to completion, but there is talk of finishing the construction in the near future.
