    Comments: Mandatory life jackets will cause more incidences to occure due to the negative effect they have on the control of a kite, due to separation from board. A life jacket will cause you to float on the surface of the water unable to get traction in the water to properly control the kite. Think of it like being towed by a boat with out a driver or a rudder, you will be at the mercy of the the wind and will go where it chooses to take you with out say in the matter. It is obvious that no research in to kiteboarding was done when, choosing to update the regulations to cover kiteboarding. Truly a discriminate way of doing things and the people involved should be ashamed of themselves,. Sincerely, Jason Ashenhurst

    Comments: PFDs should be worn by kitesurfers and windsurfers by choice only for the reasons listed above (there are many more) in the petition. PFDs worn in waves or in situations where it is paramount that a sailor be able to dive are a liability. Thank you for considering these points.
