To: The United States Secretary of the Interior, Ms. Sally Jewell; the BIA Anadarko Agency Superintendent; Ms Robin Phillips and the Director of the BIA Southern Plains Regional Office, Mr. Dan Deerinwater: We the undersigned Kiowa Tribal Members request that Article IV, Sec. 3 of the Kiowa Constitution be carried out as soon as possible for the following reasons: 1. We presently only have two (2) Election Board Members [it takes three (3) for a quorum], we need three (3) to certify an election; 2. We presently only have one (1) Hearing Board Member [again it takes three (3) for a quorum], the Kiowa Hearing Board settles disputes; 3. On July 1, 2014, four (4) of the present Kiowa Business Committee Members will have served two (2) or more consecutive terms of office (and according to Article III, Sec. 3, must set out for two (2) years; 4. In December 2012, an election was held fot fill the other four(4) vacancies, but countl not be certified. CONCLUSION: On July 1, 2013, Article IV, Sec. 3 becomes the only solution our Tribe has to have a valid, rational, and legal constitutional election.
