The examples are rolling across our desks on a daily basis. Two examples today are: a refi going to citi requiring two appraisals for two separate divisions of the bank...one division ordered its own hvcc appraisal and we the other. The values came in 87k apart, how does that happen...another example is a loan converted from conventional to fha..same appraiser went back out to the property a week and a half later to review some additional items to complete the fha appraisal...value came back 15k higher...how does the same appraiser come back with an appraisal on the same property a week and a half later..that is 15k higher in value. As much as we were happy to get the extra value, if it was there in the first place why didn't it show on the first report. The process needs to be scrapped...it is not workingFlag

David Thomas on Mar 9, 2010Comments: Ultimately, the issue as I see it, (and also what appears to be overlooked in the responses of fellow professionals), is not primarily fee's, turn-around times, AMC's, the HVCC or blame for the market being thrashed, it is the reason Appraisers exist in the first place…..we are here to establish and maintain industry credibility and confidence for the safeguard of the general public’s trust. Without Independent Fee Appraisers there is only the Government to regulate for the best interest of the public at large and I am fairly certain that that is a seriously failing proposition in any economic time, good or bad. AMC’s, AVM’s and large Appraisal Firms are only driven by the end result.......maximizing profit at the expense of the under-trained and under-experienced professionals and especially the public. As an appraiser, I neither ask, nor want anything more than adequate time to provide an accurate professional appraisal that I can defend in court or a Board Review and be paid a fee that allows me the time to do so without working another part time job outside the profession in order to supplement my work ethic. I read many retorts to articles supporting the demise of AMC’s and agree they should go to the wayside in large but greed by large industry machines and those that simply wish to continue paying their bills will allow them to remain until the public trust is once again damaged and in turn, AGAIN, the public has to demand change by way of downturn in home purchases. Greed can be controlled but not without great sacrifice by those that have the least control. Our country is built on perseverance, (which will likely happen in the appraisal profession), I would just like the price for honesty, integrity and self worth to be of a value greater than the price of a sporting or concert event ticket to watch over-paid and over-pampered performers. Appraiser greed did not create this problem but as the lowest cost of service lifeform in this money chain, we are the first and hardest hit. Don't wait to long to right this error as we are losing a great body of resource with each day. Kill the HVCC before it kills America!Flag

If they were looking for a higher value, I told them that the market doesn't lie. This has not stopped fraudulent lenders or appraisers. It has only changed the pressure from lenders to AMCs. They work on price and not geographic or appraisal competence. The AMCs are not regulated. This has been a travesty for all ethical appraisers, lenders and borrowers in this Country. The banks accepting BPOs for short sales will cause more corruption. Why don't these committees ever talk to people in the industry, rather than an Attorney General with political aspirations?Flag

The amc's only use the top 10 of their 100 certified appraiser list. This was the biggest hoax to wripe out all independent appraisers. The young ones on the AMC list don't understand their liability and with the 8 hour turn time after inspection, have no time to think about it. The banks have control of the amc's. We are suppose to be 3rd party independent not put into financial slavery.Flag

Where as a simple call to an appraiser with an address would give me a general idea if the property will even appraise out. If not, then we just move on to another property having spent no money. Also this would prevent any money being invested on the cost of a home inspection usually around 350.00. So a total saving of approx. 725.00 to my money strapped borrowers.Flag

I will not work for sleazy amc's run by people who lost their licenses in their original professions for fraud. I also refuse to work for 1/3 of my usual fee, which is what they offer around here. I can't make a living this way. I am almost out of business now & I never did anything to deserve this. Anytime anyone tried to pressure me to inflate a value, I just refused, even if it meant no more work from them. I worked only with honest lenders, who were not out to screw the consumer. I did the right thing & now Cuomo & HVCC puts me out of business.Flag

If Cuomo's job is to protect the public, yet he came to an agreement (HVCC) with Freddie/Fannie in order to drop a lawsuit which would have exposed the wrong doings that had been rampant, and quite possibly put some criminals behind bars, then I'd say he is a failure. He has done nothing to protect the public. The criminals are still in their positions of power, and not in prison or even living in shame. The professionals who had to deal with all of the pressure in the first place are considerably worse off (many of which are out of business or going out of business) and 95% of them never succumbed to pressure. Meanwhile the AMC's are making incredible profits. If Cuomo did have an interest in an AMC when the HVCC was drafted, then he was aware that by giving Freddie/Fannie a free pass, he could legally direct more business in a direction that would line his pockets. He does not deserve to serve the public in the position he's in. And I hope this is brought up by his opponent in the gubernatorial race. Also, the HVCC has done considerably more to damage professional valuation than it ever did to improve it.Flag

AMCs are not following the FHA guidelines with respect to paying "customary appraisal fees" . They are not rotating appraisers and no one is checking up on them.
