Name: Eric Kennedy on Feb 13, 2010Comments: I am against the HVCC as written due to its effect of raising the cost of appraisals to the borrower while lowering the fees paid to professional appraisers. The largest AMC's are bank owned which appears to be a conflict of interest as these have become just another profit center for the lender while raising the fees to the consumer - at the expense of the independent appraiser trying to make a living. I don't believe it is necessary, or truly workable to completely seperate the loan originator from the appraiser, we need this communication. What we need for correction is enforcement of the existing regulations and to eliminate rogue appraisers from the system. This would bring some sanity back to the valuation system.Flag

Name: Kimberly Todd on Feb 13, 2010Comments: I have lost 90% of my business because of the HVCC. Working for the AMC's is not even an option for me. I signed up with many AMC's prior to May 1st , thinking that was going to be the way to go. Since May 1st I have only received 2 orders from the AMC's and both took more than half the fee that was charged the borrower. AMC's are just rip off artists taking advantage of the current situation with the HVCC. It's the same thing businesses do after a distaster, when they charge people $100 for a bottle of water, just because they can. I really hope we can make a change soon. Not just for appraisers, but for everyone that is/has been taken advantage of by the AMC's and the HVCC.Flag

How one person can wield that much power to get the votes behind him to pass the bill in the first place is beyond me. Blaming the appraisers for the housing crisis is all smoke and mirrors.Flag

Many of the AMC's are headed up by persons that were involved in the subprime market fraud that brought us to where we are now...When is this evil wheel going to end. I am sick of hearing that I am to look at my fee reduction as a "fee split"...NO ONE IS PAYING FOR ANY OF MY EXPENSES....JUST LIVING OFF MY EXPERIENCE....FHA fees are now being driven to fees lower than 15 years ago yet my appraisal requires more work and my expenses are much higher. I have started an appraisal rebuttal business as I feel for the seller/buyer/real estate professional whose appraisal does not represent current market values as the appraiser is more concerned about volume and turn around time in order to make a living. The malipulation of a market is worst that it was prior to the HVCC...would someone please explain the job posting for an appraisal coordinator in which the job description is a bonus to the employee that finds the cheapest appraiser....This is a sad ime in our industry and for the consumer.Flag

Name: Ray Leone on Feb 17, 2010Comments: It’s an REO Sale, and the owner is Freddie Mac. I receive the HVCC appraisal I ordered, and the appraiser calls for 10 repair items, estimated to cost $10,000 (could be substantially more, as appraiser comments). The HomeSteps Addendum reiterates that the home is sold “As-Is,” no repairs. My Buyer is putting down 45%. None of the 10 repair items noted make the home inhabitable. It’s an “As-Is” purchase, and the appraisal should be the same, “As-Is,” and not subject to the repairs (just reduce the value of the property, accordingly). This is common sense! I send the appraisal to my referring selling real estate agent. She says the listing agent told her no way will they do any of those repairs. My referring agent speaks with another lender, and he says if they can get 3 (of the 10) items repaired, he thinks he can get “his” appraiser to get it through. “Oh, only three items,” the listing agent says she thinks Freddie will do those minor repairs. Let her know what the new appraisal shows. Spoke to my referring agent this morning. She informs me the appraisal ordered by the other lender has been received and there are only 3 items to be repaired to get the appraisal approved (the same 3 items the other lender mentioned to her before ordering the appraisal). Now, I don’t blame my referring agent for going to an other lender who said he could get the appraisal done with only 3 repair items (instead of the 10 shown on my HVCC appraisal). She (and I) want escrow to close. But, I ask, “Is this what HVCC is about?} To enable another lender to steal a loan from me and make me look incompetent to my referring real estate business partner? Does the other lender have some inside connection to an AMC or appraiser? I (nor my lender) can talk with an appraiser about the appraisal, or have any influence. How was the other lender able to convey the 3 repair items to the appraiser before the appraisal was completed? What am I missing here? This is not right! I am a professional license mortgage broker with over 25 years tenure in my chosen profession. I demand an explanation, Freddie, Fannie, Mr. Cuomo, FHFA, and Mr. Frank. P.S. I have heard from the Sellng Agent that the appraisal from the second lender had come back with only 3 repair items. Those (minor, as noted) repairs have been made at they are awaiting the 442. Also, would you please tell me who I should send this complaint to. Thanks.Flag

It needs to be required that AMC fees are seperate from the appraisers fee. We are independent licensed and insured contractors. Not sweat shop workers. HVCC has taken away my right as an American to free enterprise. When the HVCC was written there was absolutely no thought as to what this will do to appraisers and the quality of appaisals.Flag
