Under no circumstances should they be made available to anyone who is not trained to use them. A law MUST be created that will ensure only highly trained professionals can use, or be anywhere within many yards of, a wood chipper. They should never be left unsupervised at anyone's home or place of business, and should be locked away when not in use. I never want to hear of another story like this. Regulate these deadly machines NOW.
