We, the parents of the current K-4th grade students at College Park, petition the San Mateo Foster City School District (SMFCSD) Board of Trustees, President Lory Lorimer Lawson, Vice-President Julie S. Chan, Clerk Ellen Mallory Ulrich, Trustee Collee Sullivan, and Trustee Audrey Ng; and Superintendent Cynthia Simms, PhD to transform College Park Elementary into a K-8 Mandarin Immersion School. In addition, we the parents pledge to keep our children at College Park if at least 40% of middle school instruction time is provided in Mandarin. You, the School District Board Members and Superintendent, promised our children dual Mandarin immersion up to the post-secondary level. However, with the loss of the Foreign Language Assistance Program Grant, the district has spent no money hiring staff, preparing curriculum, or purchasing material at the designated Mandarin immersion middle school, Bayside. The first dual immersion cohort is expected to start middle school in one and a half years. As the only future Mandarin Immersion program funds will come from College Park’s “Friends of Mandarin Scholars” 501(c).3, the only cost effective means to continue the Mandarin Language program is to roll out College Park into middle school beginning with a 6th grade class in 2014-15. With the current overcrowding in the SMFCSD middle schools, and College Park’s abundant space as a former middle school campus, the addition of grades 6-8 at College Park would be a natural fit.
