We, the undersigned, ask the government of Uganda to seriously reconsider the way investigations into homicide are carried out. We are asking that this job be assigned to professionals with experience in homicide investigations.

The children and the widow of the late Mr. Wilberforce Noah Wamala are the victims of the worst miscarriages of justice suffered in recent times.

In the early hours of the morning, on the 3rd of February 2012,  Wilberforce Noah Wamala was brutally murdered in his home in Mutungo, Uganda. Immediately, a homicide investigation was launched with a view to find out who had murdered him. However, due to the corruption within the Ugandan Police force, the investigation was derailed and it instantly seemed that justice would be denied. The very people that are responsible for his death were allowed to work alongside the investigating officers to ensure that the family’s plans to gain justice for their loved one came to a screeching halt.

There are witnesses and plenty of people with information about those who are believed to have been involved in this action but due to the fact that, funds were paid to investigating officers from the Department of Criminal Intelligence, the investigation hit a snug when the widow complained about the channel it was taking after they tried to frame her for his murder.

Once it was observed that there were divergences within the investigation, the media was used to highlight the problems the investigation. Those who are believed to be solely responsible for his death were named and shamed. Whilst the Ugandan public are now knowledgeable of the facts surrounding Mr. Wamala’s murder, the government have turned a blind eye and have not yet shown any form of interest in bringing the prime suspects to book and the family justice.

This case is an example of the severity of corruption and a huge lack of democracy that is currently rampant in the Ugandan police force today. Many innocent business men within the Ugandan community have been murdered the same way but the government has yet not done anything to ensure that those who commit these crimes are convicted and put away where they belong.

 

This petition therefore has been drawn up, to raise awareness of the problems the Ugandan police force are experiencing such as: 

1) Corruption.

2) Lack of facilities.

3) Lack of experience.

4) Lack of dedication.


It also wishes to address the corruption within the Ugandan police service, the body that was designed to provide safety has failed in their power to do anything about the raging murders and has also failed to investigate let alone bring those responsible to justice.
