On March 17th 2012 My brother Kenny was on the shoulder of I-44 mile marker 10:4 Joplin Mo at 8:13 p.m.on a lite hiway and was hit by car the family is wanting to get a law to make it a law kenny's law that if you hit person or persons on any road or shoulder or just enywhere it will be a crime and the person that hit them will loose license and a fine and jail time
