We The civil society of Pakistan and all
journalists organizations specially from Pakistan and from across the
world, strongly urge all governments, as well as regional / Overseas /
international organizations, to clearly and unequivocally denounce the
ongoing and inhuman violent crackdown against the masses protests and
demands for democratic reforms and kinghood accountability that have
been occurring across Libya,
The Libya's dictator Muammar
Qaddafi Regime has responded to protests with excessive force. This has
included air strikes, wide-spread use of beatings, arbitrary detentions
and the use of bullets and allegedly live ammunition against unarmed
civilians, resulting in over a thousands of deaths. Moreover, a state
imposed black-out on phone services and independent media , making it
very difficult for Libyans to report all abuses occurring.
With the
strong risk that repression, violence and instability in Libya could
escalate to unprecedented levels in the coming days, it is critical that
individual governments from all regions of the world urgently exert
strong and concerted pressure on the Libya's dictator government to curb
human rights abuses.
We call on the United Nations, its Member
States and regional bodies to condemn the serious and widespread human
rights violations carried out by the Qaddafi's authorities against
civilians throughout the country. The international community must
remind the Libyan government of its international human rights
obligations, urge it to fully respect the rights to peaceful assembly,
freedom of movement and freedom of expression, and support the demands
of the Libyan people for the holding of free and fair elections and the
ending of the 40 decades long State of Ridiculous Emergency law which
has been used to enforce authoritarian and tyrant rule.

We - the undersigned - urge all UN Member States to take further, urgent
action to stop the brutal crackdown and bloodshed in Libya.
Hundreds of civilians have already been killed and thousands are fleeing
as Al-Qadhafi shows no signs of relenting. The UN Security Council,
Human Rights Council and High Commissioner for Human Rights have all
expressed concern at the alleged widespread and systematic human rights
violations, which could well amount to crimes against humanity.
While Security Council Resolution 1970 - which invoked an arms embargo,
asset freeze and travel ban, and referred the situation to the
International Criminal Court - has increased the pressure on the Libyan
regime, further action is needed now.
We therefore call on states to:
- strengthen the Security Council's asset freeze and travel ban,
including by revoking the diplomatic immunity normally accorded to heads
of state and imposing a moratorium on financial transactions such as
cash transfers and the export of Libyan banknotes
- ensure that the Council's arms embargo is fully respected
- express support for the referral of the situation to the International Criminal Court
- take concrete steps at this week's Arms Trade Treaty negotiations to prevent future misuse of arms by despotic regimes
- support the Human Rights Council's commission of inquiry to investigate alleged 'systematic human rights violations'
- further isolate Al-Qadhafi and his cohorts by suspending, through the
UN General Assembly, Libya's membership of the UN Human Rights Council -
a move backed by the Council itself and the Libyan delegation to the UN
in Geneva
- provide support to UN agencies, notably the UN Refugee Agency and
World Food Programme, including by safeguarding the passage of food and
medical supplies, and of the thousands fleeing the violence
- support rescue efforts of foreign nationals still in the country
- ensure that any potential decisions on establishing a no-fly zone are brought before the UN Security Council
