We, the undersigned, request Wasatch Hills Property Management to finance a new security system for our buildings, swimming pools, Jacuzzi, fitness center and clubhouse. We also ask Wasatch Hills Property Management to bring our fitness center up to standard, and open the Club House for the enjoyment of all residents. We ask that these changes are made before the swimming pools are open for the summer.


Wasatch Hills Apartment advertise a stylish clubhouse on the website, yet refuse to allow residents access to the clubhouse. This is nothing short of false advertisement. Deceiving people into signing a lease is criminal, immoral and unconscionable. Many of our residents are underemployed, military, immigrant, disabled, and seniors. Many of them are living here through section 8 benefits. They do not have the luxury of moving to a new apartment. Wasatch Hills Apartment literally takes advantage of vulnerable people, luring them in with false "amenities" and trapping them in a twelve month lease. Moreover, when residents complain, our leasing office does nothing more than placate residents.


They refuse to make any demonstrable changes that will certainly improve our living standards.


According to Renton Police Department, Wasatch Hills Apartment is located in a high crime area. We have more cases of theft and grand theft auto than any of our surrounding communities.Renton Police Department report automobiles were stolen from our lots as recently as 8/19/2013, 8/21/2013 and 8/28/2013.Police are constantly patrolling the area. Residents experience a myriad of problems because we do not have an updated security system.


Non-residents freely enter the swimming pools. Some individuals engage in sexual activity in the Jacuzzi, in full view of families and children. Children prop open the fitness center door with rocks and sticks. Homeless and/or intoxicated individuals enter the building, and sleep in the stairs. We all have experienced problems that can be corrected with a security system. Residents of the P building report that homeless people sleep in the stairs during the winter. February and March 2014, a homeless man was sleeping in the I building and vomited all over our floors. It took Wasatch Management three days before sending somebody to clean up the vomit.


Residents signatory on our paper petition, from the H building and P building, report that their automobiles were stolen several times. Wasatch Hills refuses to put in the basic security features to at least help us catch the thieves. At our neighboring apartment complex, Plum Tree Apartments, a twenty-two year old man was assaulted on August 28th 2013, and stabbed to death. According to residents at Wasatch Hills Apartments, individuals were robbed in our fitness center and the televisions were stolen.


The management promise to fix the problem - but never do. Residents hear a lot of talk from the management. We hear a lot of "promises" to do this, and a lot of "thanks for letting us know" - but they refuse to do anything to actually fix these problems.


We the undersigned ask Washington State Attorney General to bring charges against Wasatch Property Management for the crime of false advertisements. We would like to ask the State to investigate our claims and bring this company to justice. We would like a portion of our rent to be refunded and a portion of any section 8 money to be refunded to the government. We would like the Courts to order Wasatch Property Management to retract every negative credit report they made upon any person living here for the past seven (7) years because people should have the right to break a lease when they were deceived into signing the lease. We need our government to make it clear to this company that they will not exploit our immigrants, minorities, seniors or working class people.


We the undersigned request Wasatch Property Management to install a new security system before the swimming pools open for the summer. Simply put - we are tired of living in these conditions and demand immediate action. We are tired of complaining, only for our complaints to be ignored. We are tired of waiting for our club house to open.


After Wasatch Hills repaired the damaged fitness center last summer 2013, and purchased the incorrect weight stack pins for the machines, all of those pins were stolen rendering all the equipment useless. (The pins must be recoil and attached to the machines.)


Over the summer of 2013, the author of this petition observed a physical assault upon a child at the swimming pool. Unsupervised children were swimming, and a teenage girl physically assaulted her younger brother, punching him repeatedly. During that same incident, the children were using shocking profanity.

As the Washington State Attorney General Division for Consumer Affairs offers mediation services, we would like to take advantage of this service. However, we do not trust this company. Below is a list of our requests - HIGHLY SPECIFIC - and detailed requests we will be making in order to mediate this matter. Our requests are not only fair, but these changes will improve life for everybody at Wasatch Hills Apartment. We are confident that if Wasatch Property Management listen to our concerns and make these changes, not only will we be much happier, but they will improve their reputation, prevent costly litigation and lease more apartments.

We ask Wasatch Hills Apartment to immediately remove all fake security cameras from the fitness center immediately. The fake cameras in our fitness center create a false sense of security relied upon by the residents. Residents have the right to rely on security those cameras provide. Wasatch Hills Apartments is warranting to residents that the area is under surveillance. Should we be attacked, we have good reason to claim that we relied on a false pretenses, and Wasatch Hills Apartment should be held liable for our injuries.



CLUBHOUSE AND FITNESS CENTER


Wasatch Hills Apartment has been advertising for years a “stylish clubhouse” and “state of the art” fitness center on the company website for years. We would like the following changes:


We ask Wasatch Hills Apartments comply with our request immediately, and above all, understand that this investment is necessary for the security of current and future residents.


1. Remove all fake video cameras from the fitness center

2. Install a proper, DVR multi-channel video recording system in the fitness center, club house, and swimming pools.

3. Install a Universal Door Key system so that residents may use the same key to access the fitness center and club house.

4. Convert all swimming pool gates to Emergency Exits only. Alarm will sound if opened from the pool area, or any person attempts to open them without entering a door passcode.

5. Install all pool gates, clubhouse front door, fitness center front door with a silent pager system. When the door is being held open for too long the door will page the security patrol.

6. Require all residents, at a cost of $20 per card, to obtain their door card at the office and sign a user agreement.

--- (a)The user agreement must state that they may not give the door key to any other person to use, and residents must disclose who all their guests are at the office before inviting guests to the swimming pool, fitness center or club house.

---(b) The contract must also state that only parents, grandparents and leaseholders may supervise children at the swimming pools. Any leaseholder who gives their door card to their teenage children and/or permits their teenage children to supervise younger children will lose their access card.

--- (c) The door card is not transferable to other members of the household. Much like a gym membership: one person = one card. Only the person to whom the card is issued may use the card to open any door. Failure to comply results in $25 fine.

7. We ask the Wasatch Courtesy Patrol to immediately revoke all cards to any person who allows an unauthorized person to enter on their card and impose a minimum $100 fine on all video recorded sexual activity.

8. Wasatch Hills Property Management must clear out all the garbage stored in the Clubhouse Jacuzzi during swimming season, paint the Jacuzzi area, and make it available to residents during swimming season. We also ask that both Jacuzzi areas are installed with a dome video camera to video record sexual activity. We ask that the clubhouse Jacuzzi area bear a sign warning residents that the Jacuzzi is being video recorded, and all video is being saved for two (2) full weeks.

9. Wasatch Hills Property Management must properly install all weight machines in the fitness center with magnetic, recoil weight stack pins.

10. We ask the Management to provide one piece of heavy furniture in the fitness center, (preferably some form of a buffet table) and attach a remote control with a Universal Remote Lock. (Universal Remote Lock example found on DD Security) This will prevent the remote control from being stolen in the fitness center and club house. Residents will be able to use this remote to watch television or listen to music during their workout.

11. Management must install two large energy efficient LED lights above the entry way to the fitness center and club house. The lights will turn on at night, when the areas are still open to residents. Studies show LED lights above an entrance reduce criminal activity.

12. For reason unknown to us, last summer maintenance keep the backdoor (swimming pool to the fitness center) locked preventing residents from using the bathroom. We need the residents to have access to bathrooms. Residents had to go home to use the bathroom or urinate in the swimming pool.

13. As our long-term residents have been denied a proper “state of the art” fitness center, we ask Wasatch Property Management to finance the following brand new equipment for our fitness center:

one (1) brand new upright PRECOR fitness bike,

one (1) PRECOR inner thigh machine,

one (1) PRECOR outer thigh machine,

one (1) PRECOR 808 barbell rack[i] with accompanying barbells weights,

one (1) mounted wall clock,

two (2) mounted wall fan and

one (1) professional medical scale.


14. We ask management to remove the leg extension/glute machine as it appears to be irreparably damaged, and replace it with one

(1) new PRECOR Prone leg curl machine.


15. We would like the bathrooms (located below the clubhouse, accessible to those using the swimming pool) to be repainted and repaired. We would like our cleaning staff to ensure that there is always toilet paper and hand soap available to residents during swimming season.

16. We ask management to repair the treadmill that broke for May 2014.

17. We ask management to require that residents who would like to reserve the clubhouse for any party pay a $200 retainer in the event alcohol will be consumed at the party.



BUILDING SECURITY


1. Install a password protected, building entrance key pad lock on the entrance of every building to protect residents from intruders and keep homeless people from sleeping in our hallways. Residents in the following buildings said they would like a code entry system in their building: (H, S, P, J, Q, R, I, N, K buildings).

a. Each resident will be given a unique entry code

b. Security patrol will terminate that entry code after the resident is not longer residing in their apartment.


Within our paper petition, one of the major concerns residents expressed is their desire for a proper door security system. In the comment section of the petition, residents report that homeless people sleep in the hallways during winter. Children who reside in other buildings, are able to enter any building. These kids steal, urinate on the carpet, and litter. With a proper door security system, resident children will only be able to enter the building where they live, and no other building.


SIGNAGE


We would like all signs removed, and new signs re-posted. The property should include new signs used to instruct residents about the new policies and features.


1. Wasatch Hills Management must remove all current signs, and replace them with new ones. For example, the pool pass sign will be removed from the swimming pools simply because this company has never had a pool pass system. The ‘pool pass’ is another element of this companies false advertisement and creates the "illusion" that the area is being regulated by management.

2. We ask that the company add a new sign, at the main entry of the fitness center and club house notifying residents that the area is being recorded for their security. The sign must also read that footage is saved for two (2) full weeks. The sign must also notify them that they may not allow any person whom does not have a card into the building, doing so may cause them to lose their card. The sign must also read that there is a $25 dollar fine if children are seen using their parents door card.

3. Pool gates must also have signs on the inside of the gate which reads, "do not open, emergency alarm will sound paging security. Opening this gate will result in loss of door card or fine."

4. Pool gates must have a sign on the outside that reads, "Residents must enter swimming pool through building only. Alarm will sound if opened - $25 fine. Visit leasing office/security patrol to obtain your door card."


5. We would like our management to re-install a sign stating there are no lifeguards on duty.


DVR SURVEILLACE SYSTEM


We need a multi-channel video surveillance system, with dome cameras. We need Wasatch Courtesy Patrol to maintain all footage within the security system for two (2) full weeks. We need the cameras installed in the following areas:


Front door of Fitness Center. (outside of the building, with camera direct at the front door)

Front door of Clubhouse(outside of the building, with camera direct at the front door)

Two cameras installed inside Fitness center, one in the main foyer and one on the ceiling above the cardio equimpent

Two cameras installed inside Clubhouse

At least three (3) Cameras installed at the club house swimming pool: one specifically focused on the emergency exit gate and another focused specifically on the Jacuzzi.

At least three (3) Cameras installed at the fitness center swimming pool, one specifically focused on the emergency exit gate, one focused on the Jacuzzi, and another by the back door of the fitness center.

We would like at least four (4) street facing dome webcams. According to residents, most cars are stolen from residents living in the H and P building. The residents of those two buildings in particular need additional outdoor video cameras.The cameras are necessary for the protection of resident property and to catch the thieves. We would like these cameras to be placed on certain buildings, facing the parking lot.


STAFF, MAINTENANCE AND SECURITY PATROL


The security system will be meaningless if employees do not know how to use it effectively, as such, we ask Wasatch Hills Management to train courtesy patrol, management, and maintenance to implement the following standards and effectively use the new security system. We would like Wasatch Hills Apartment to enact a new rules and regulations for residents.


1. Courtesy Patrol must respond to every door page within ten minutes of being paged. If a door is being help open too long, this is an indication that something is being stolen or non-residents are being let inside. Our patrol must take their responsibility seriously and respond immediately to all door pages.

2. Courtesy Patrol must download an app on to their I-phone, notebook, or whatever technology Wasatch Hills Apartment provides to them, so that they may watch the security cameras from their automobile. This will allow them to view any camera from anywhere on the property. (However, they must still respond to door pages within ten minutes)

3. During Swimming Season, Courtesy Patrol Must periodically enter the facility and ask all persons to present their door card. If children are unsupervised, our security must determine (with the DVR system) how they entered and immediately suspend the door card of any person allowing unauthorized persons into the swimming pool.

4. All entry to the Swimming Pools must be through a building (fitness center or club house). No resident may enter the swimming pool from the pool gate. Only staff may have the pass-code to enter through the gate without sounding door alarm.

5. Leaseholders will have the names of their guests printed on the back or front of their door access card. They will be able to add new guests to their card at no additional expense.

6. Teenagers are not permitted to have a door card, unless it is with management approval. Teenagers must also pay $20 for their door card. Teenagers must have management approval before bringing a guest to the clubhouse, and may not have any regular guests printed on their door card.

7. Residents must securely close all doors every time they enter or exit the club house or fitness center. If they leave a door open, they may be fined $25.

8. Residents are responsible to pay for any damage committed by their children and guests.

9. Wasatch Hills Management will cease placing the burden on residents to regulate the swimming pool, fitness center, buildings and club house. The fact is - this company has the job of keeping it safe - they should stop telling residents just to call the police.

10. Wasatch Hills Apartment will find $100 for anything that appears to be video recorded sexual activity.

11. Only leaseholders, parents or grandparents may supervise children.

12. We suggest that leaseholders must renew their door card every year. As we must pay $20 for our card, it follows that we will take more responsibility for it.

13. Security Patrol must maintain an accurate record keeping system, recording each time they must suspend a door card and detail the reason for that suspension.

14. Finally, we need the property manager to conduct random audits of the security patrol. We need to property manager to access the DVR system, and check how long it takes security patrol to respond to a door page. If security patrol do not respond to door pages in a timely manner, we need the property manager to penalize them, or terminate their employment.

15. We need our management to analyse our maintenance, and determine who is responsible for allowing the homeless man's vomit to be in the stairs for three days. Management were notified of the incident on Friday, the vomit was not cleaned until Monday. We need management to determine who is not doing their job and terminate their employment.
16. We would like management to remove all outdated images from the company website. We would like them to photograph the new equipment, and accurately advertise Wasatch Hills Apartments.


[i] Any “State of the Art” fitness center has free weights. We are asking Wasatch Property Management to put in a barbell rack with barbell weights because this will protect the company from theft. Individual handheld weights are easier to steal, these will be more difficult. The rack can hold ten (10) barbells with weights. We would like to have the following weights
