    Comments: Indy Car needs the diversity and manufacturer competitiveness of multiple chassis, engines and tires. It made for great competitive racing under CART. It makes for more competitive racing in F1 (even if they do only run one tire).

    Comments: Completely open the rule book and tie the regulations to fuel-efficiency regulations. Let any chassis designs and any engine specs as long as they meet a certain fuel-mileage requirement.
