First and foremost, I would like to inform everybody that I tried going through the official channels and after a little lip-service, it went no-where.

I have been on the kita koninut for approx 7 yrs so I know a thing or two about security and the rest is just common sense. Full disclosure: I was retired from the kita koninut when I spoke out a few months ago. (that says something in itself)

Here are some reasons why it is obvious to me that the security issue in this Yishuv is severely lacking and the leadership is getting away doing the minimum of the minimum. I need to clarify, this is not a witch-hunt and this is not personal, this is my last attempt to have the Yishuv step up and REALLY provide security as opposed to now where concerted efforts are made to afford us a false sense of security.

The reasons (not in severity order):

1. In the 7 yrs, the Kita koninut was never called on for a drill in the middle of the night; to gauge who shows up and the groups effectiveness after being awoken in the middle of the night. In the army it is called a hakpatza. (doesn't cost money)

2. In 7 yrs, we did max. 4 emunim on the Yishuv and NONE in either school (doesn't cost money)

3. In the case of a real emergency the kita koninut are called on WhatsApp which is on its face laughable. I had offered to buy an app for the whole kita koninut that would make their phones, for all intents and purposes a walkie-talkie (so that money would not be an issue). That was approx. 1 yrs ago and nothing.

4. There are 10 'doors' along the Yishuv 'security fence' that are opened each morning by the security team and left unsupervised!

5. The kita koninut is supposed to use the Motorola walkie-talkies we got several years ago, during an actual emergency. We did not do one emun with those Motorolas. I would venture a guess to think that 1/2 the kita koninut has no idea what frequency the Ravshatz etc. would be using. (doesn't cost money)

6. We have gone night shooting 3 times in 7 yrs. Shooting in pitch black is a whole different ballgame.

7. In the last situation in Matityahu 3 months ago, I have reason to believe that the Ravshatz slept thru it and the kita koninut was not kept abreast of what was unfolding 200 meters from the entrance of our Yishuv

8. There are no guards on construction sites contrary to what happens in surrounding communities.

9. There are approx 40 people on the kita koninut and yet at best there are only 5 of them on the Yishuv during the day. (most of the recent attacks happened during the day)(doesn't cost money)

10. Never had a Yishuv wide emun. (doesn't cost money)

11.Because emunim are so few and far between, we forget everything we learned and we ALL (including the Ravshatz) begin each emun looking like total novices.

12. Sirens never checked to confirm that all people in the yishuv, especially those who live on the periphery, hear it. (doesn't cost money)

13. The security department has never offered seminars or instructional meeting to advise what to do if rocks or a molotov cocktail is thrown in your direction or how to deal with the laser attacks. (doesn't cost money)

14. There is no set protocol for the residents, re what should be done in the case of a real emergency, things that should be in the miklat (ie a wired phone etc.) or that residents should inform their neighbors when they leave for Shabbat (helps the kita koninut isolate a situation).(doesn't cost money)

15. No informative English sessions for the English speakers. (doesn't cost money)

16. No informative Hebrew sessions for the Hebrew speakers.(doesn't cost money)

17. No protocol for residents, during a real emergency re firing their personal firearm (doesn't cost money)

18. The truck that drives around with the yellow light is a perfect example of the false sense of security I was referring to earlier. If I person came to do bad things within the Yishuv, He would only have to wait outside the gate to watch the patrol go by, take notice of the time it takes him to do a full circle, let the truck pass again and then breach the fence and do the dastardly acts and slip back thru the fence seconds before the approach of the patrol.

19. The guards in the front are nice guys and they are great Shabbat goys but their only other purpose would be to take the first bullet. They are not hired/trained to deal with terrorism only crime. The proof of that is that the 'guards' NEVER' joined the kita koninut in training sessions and I am more than sure that they get minimum training by their company.

After speaking to some really smart people, they are in agreement that security is seriously lacking and it is a massive shame that the Yishuv is wasting money on 'smoke and mirrors'

I was then asked what we could do better. I have many ideas but I am not security expert. Hence, the purpose of this petition is to compel the Vaad to hire an independent security expert to do a security audit and prepare a report including ways we could improve our security efforts.

While it is true that we have been 'lucky' for the last 30 years and there has not been an attack in our midst, as they say in the financial world 'past performance is not an indicator of future success'.

בראש ובראשונה אני רוצה ליידע את כולכם שניסיתי ללכת דרך הערוצים הרשמיים ולאחר מס שפתיים זה לא הלך לשום מקום.

הייתי בכיתת כוננות בסביבות 7 שנים לכן אני יודע דבר או שתיים על בטחון והשאר זה שכל ישר. גילוי נאות : אני פרשתי מכיתת הכוננות כשדיברתי לפני מספר חודשים (זה אומר משהו כשלעצמו)

להלן מספר סיבות למה ברור לי שנושא הבטחון בישוב לוקה בחסר וההנהגה עושה את המינימום האפשרי. אני צריך להבהיר כי זה לא צייד מכשפות וזה לא משהו אישי, זה הניסיון האחרון שלי לכך שהישוב יתעלה על עצמו ובאמת יספק בטחון ואבטחה בניגוד למצב הנוכחי בו נעשים מאמצים לייצר תחושת בטחון שאינה מספקת.

הסיבות , לא לפי מידת החשיבות :

1. ב7 שנים כיתת הכוננות מעולם לא נקראה לתרגיל באמצע הלילה; לבדוק מי מופיע ואת יעילות הקבוצה לאחר הקפצה באמצע הלילה. בצבא עושים את זה הרבה (לא עולה כסף)

2. ב7 שנים, עשינו מקסימום 4 אימונים בישוב ואף לא אחד בבית ספר (לא עולה כסף)

3. במקרה של מצב חרום אמיתי כיתת הכוננות נקראת להגיע דרך WHATSAPP שזה מגוחך. הצעתי לקנות אפליקציה עבור כיתת הכוננות שתהפוך את הטלפונים שלהם במקרה הצורך למכשיר קשר (לא יעלה הרבה כסף). זה היה לפני שנה ושום דבר לא השתנה.

4. יש 10 כניסות ושערים מסביב לגדר הבטחון של הישוב שנפתחים בכל בוקר על ידי צוות האבטחה ונשארים ללא השגחה.

5. בזמן חרום כיתת הכוננות אמורה להשתמש במכשירי קשר של מוטורולה שקיבלנו לפני שנים. לא עשינו אפילו אימון אחד עם המכשירים. אוכל לנחש שלחצי מכיתת הכוננות אין מושג באיזה תדר ניתן להשיג את הרבש"ץ (לא עולה כסף).

6. ב7 שנים ירינו בלילה רק 3 פעמים. לירות בלילה זה משחק שונה.

7. במקרה האחרון במתתיהו לפני 3 חודשים, כנראה שהרבש"ץ ישן בזמו המקרה וכיתת הכוננות לא עודכנה במה שמתרחש 200 מטרים מהכניסה של הישוב.

8. אין שומרים באתרי בנייה בניגוד למה שקורה ביישובים סמוכים.

9. יש קרוב ל40 אנשים בכיתת הכוננות ולמרות זאת במצב האידאלי רק 5 מהם נמצאים בישוב במהלך היום. (רוב האירועים האחרונים קרו במהלך היום)(לא עולה כסף)

10. מעולם לא היה אימון כלל ישובי(לא עולה כסף)

11. בגלל שהאימונים הם מעטים וקורים לעיתים רחוקות, אנו שוכחים כל מה שלמדנו וכולנו (כולל הרבש"ץ) מתחילים כל אימון כמו טירונים.

12. מעולם לא נבדקו הסירנות כדי לוודא שכל האנשים בישוב כולל אלו שגרים בקצוות שומעים אותן. (לא עולה כסף)

13. מחלקת הביטחון מעולם לא הציעה סמינרים או מפגשי לימוד כדי להסביר מה עושים אם אבנים או בקבוק תבערה נזרקים לכיוון שלך או איך להתמודד עם התקפות לייזר. (לא עולה כסף)

14. אין פרוטוקול רשום עבור התושבים שמסביר מה לעשות במצבים של חרום אמיתי, מה לעשות במקלט או שתושבים יודיעו לשכניהם על עזיבתם את הבית בשבת (זה עוזר לכיתת הכוננות לבודד מצב) . (לא עולה כסף)

15. אין מפגשים אינפורמטיבים בשפה האנגלית עבור דוברי אנגלית. (לא עולה כסף)

16. אין מפגשים אינפורמטיבים בשפה העברית עבור דוברי עברית. (לא עולה כסף)

17. אין פרוטוקול עבור התושבים לגבי שימוש בנשקם האישי במהלך מצב חרום אמיתי. (לא עולה כסף)

18. המשאית שנוסעת סביב הישוב עם האור הצהוב היא דוגמא מצוינת לתחושה המזויפת של בטחון שמשרים עלינו. אם מישהו מעוניין לבצע דברים רעים בישוב, הוא רק יצטרך לחכות מעבר לשער, לצפות בשיירה עוברת, למדוד כמה זמן לקח לעשות את הסיבוב, לתת למשאית לעבור שוב ואז לחדור מבעד לגדר ולעשות את הדברים הרעים ולהסתלק שוב לפני הגעת השיירה חזרה.

19. השומרים בחלק הקדמי נחמדים מאוד והם גויים של שבת נהדרים, אבל המטרה היא שהם אלה שיקבלו את הכדור הראשון. הם לא מאומנים להתמודד עם טרור. ההוכחה לכך היא שהם מעולם לא הצטרפו לכיתת הכוננות בהדרכות ואני בטוח שהם מקבלים מינימום של אימון על ידי החברה שמעסיקה אותם.

לאחר ששוחחתי עם אנשים חכמים מהישוב, הם מסכימים איתי שהבטחון בישוב לוקה בחסר ושזה ממש חבל שהישוב מבזבז כסף על מראית עין.

נשאלתי אם כן מה ניתן לעשות יותר טוב. יש לי הרבה רעיונות אבל אני לא מומחה אבטחה. לכן, המטרה של העצומה הזו היא לדרבן את הועד לשכור מומחה אבטחה עצמאי לעשות את סקירת האבטחה ולהכין דו"ח שיכיל את הדרכים שאנחנו יכולים לשפר את מאמצי האבטחה.

זה נכון שהיה לנו מזל ב30 השנה האחרונות ולא היתה התקפה בחצרנו, אבל כמו שאומרים בעולם הפיננסי "ביצועי העבר אינם מעידים על הצלחה עתידית"
