I Would Like To Purpose A New Rule In The YouTube.com Terms And Conditions Stating That "If You Do Not Upload For A Maximum Of 2 Months Your Channel Will Be Taken Down You Will Have A Chance To Recover It At A Maximum Of 3 Strikes And After The 3rd Strike Your Computer Will Be Banned From Creating An Account On YouTube.com" This Will Be To Get Rid Of Channels That Take Up Space And Don't Upload, However You Can Create A "Viewer/Browser" Account In Which You Can Just Watch The Videos With Out Making An Actual Channel And You Are Able To Switch To A "Uploader" Account At Any Time But You Can Also Switch Back To A Viewer Account Reason???: I Always Come Up With Cool Names Or Ideas For A YouTube Channel That People Might Like And Then I Search For It To Make Sure It Isnt Taken Then I See Some Empty Channel That Watches Videos Instead Of Making Them And That Annoys Me
