We regret that while the Gaza Strip is still under horrifying attack, we find ourselves forced to ask for your attention and support with regard to yet another racist attack, this time against Palestinian cinema, art and freedom of expression.

WhileIsrael’soccupationarmy forces destroy what is left of the Gaza Strip,killing thousands of civilians, Palestinians in Israel who refuse to make anoath of allegianceto the Jewish state and so to deny the Palestinian inalienable rights or simply their own existence, are being brutally attacked.

The vicious campaignorchestrated by Israeli authorities against Palestinian filmmaker Suha Arraf and her film "Villa Toma"selected for the upcomingVenice, Toronto and otherinternational films festivals for ‘simply’ presenting her film as Palestinian is the latest obscene example.

In the last week, Israel mobilized its diplomatic and legal apparatusin order to force the filmmakerto change the nationality of her film from Palestinian to Israeli, arguing that the film received Israeli institutional funding and therefore must be deemed an Israeli film. The filmmaker, who refuses to participate in ameliorating Israel’s image, mostly during the ongoing massacre in Gaza, considered presenting her film without a country, as a stateless film! Despite that compromise, the authorities publicly demanded that the filmmaker herself reimburse the monies invested by the Israeli funds.

The filmmaker and her family as well as some of the crewmembersare being harassed for refusing to support and serve the Israeli propaganda machine. They are being persecuted for standing beside their people who are suffering the most devastating attack in the history of this occupation.

Since 1948 they have never stopped to reclaim their Palestinian identity, origins and belongings. Their voices were present and heard in all the various possible political, artistic, and social scenes countering all the multiple label, strategies and attempts to erase and distort their identity and existence

Since the 1948 Nakba and the creation of the Jewish state, the 150 000 Palestinianswho stayed on their lands within the declared borders of the state of Israel have become 1.3 millioncitizensrepresenting 20% of the population. To this day, they have never stopped to reclaim Palestinian identity, history and origin. Their voices resound in all the various political, artistic and social arenas, defying Israel’s relentless efforts to erase and distort their identity and existence.

Despite continuous debateamongstPalestinian filmmakers, citizens of Israel about whether or not Palestinian citizens of Israel should accept or refuse their ‘legal share’ of Israeli cinema funding, there isbroad agreement that access tosuchfunding is a fundamental right for citizens (in spite of being full-fledged duties and underweight rights) and not a favour or privilege. But unlike all other countries in the world, where public funds are accessible to all citizens of the state who fulfil particulareligibilitycriteria, cultural public funds in Israel are used as a weapon of propaganda, an attempt to distort reality and replace the real racist and violent face of Israel with a false benevolent one!

It is about time the world announced that we officially acknowledge the existence of Palestinian people – artists and citizens of Israel alike - as a national minority with their own specific voice, story and history which is an integral part from the Palestinian people and memory. It is about time that we acknowledge their right to cultural and artistic freedom.

We, the undersigned, ask you to protect and support the filmmaker and her film " Villa Toma " as well as the crewmembers (with their various identities and origins). We highlight that accepting Israel's institutional demands with regard to the film “Villa Toma” is not only banalising racism, but it is also cooperating with one of the most racist and violent governments. Accepting is encouraging Israeli institutions to continue using the cinema as a weapon of propaganda, and allowing this type of normalization perpetuates the on-going denial of the rights to existence of Palestinian citizens, an insidious denial that is part of a massive, well-financed operation to erase all signs of Palestine, which Israel considers never existed.

Undoubtedly, your support is also to stand for the continuation of cinema and art to be free and human.

يؤسفنا، انه في الوقت الذي يستمر به العدوان الهمجي على قطاع غزّة، نجد انفسنا مضطرون للتوجه اليكم، طلبا لانتباهكم ودعمكم ضد هجمة عنصريّة من نوع اخر والموجّهة نحو السينما الفلسطينية، الفن وحريّة التّعبير.

في ظل الهجمة الإسرائيلية الشرسة، التي يشنّها جيش الإحتلال الإسرائيلي في هذه الأيام على شعبنا الفلسطيني في قطاع غزة المحاصر، يتعرض في ذات الوقت، فلسطينيو الأراضي المحتلة عام ١٩٤٨، الصامدين والرافضين أن يعلنوا ولائهم لدولة الإحتلال، والتنازل بذلك عن تواصلهم وامتدادهم لشعبهم الفلسطيني والعربيّ لهجمة شرسة من نوع آخر.

تشن في هذه الأثناء، السلطات الإسرائيلية حملة ضد المخرجة الفلسطينية، سهى عرّاف، وفيلمها "فيلا توما، المرشّح لمهرجان فينيسيا، تورونتو ومهرجانات سينما عالميّة أخرى. والسبب، إصرارها على ترشيحه كفيلم فلسطيني، تعد آخر الهجمات التي يتعرض لها الفلسطينيين داخل الأراضي المحتلة.

جندّت إسرائيل، في الأسبوع الأخير جهازها الدبلوماسيّ والقانوني، بحملة شرسة تهدف إلى إجبار المخرجة الفلسطينية سهى عرّاف على تغيير جنسية فيلمها من فيلم فلسطيني، لفيلم إسرائيلي بحجة قيام بعض المؤسسات الإسرائيلية بتمويل الفيلم. ولكن، ونظراً لرفضها المشاركة في حملات تبييض وتجميل صورة إسرائيل، خاصة في ظل العدوان الشرس واستمرار المجازر التي تقوم بها قوات الجيش الإسرائيلي على قطاع غزة. قبلت المخرجة التسوية وذلك بتقديم فيلمها في المهرجانات كفيلم بدون دولة، بدون جنسيّة (stateless film). الّا انه وبالرغم من تنازل المخرجة اعلنت السلطات نيتها باسترجاع الأموال التي استثمرتها في الإنتاج من قبل الصناديق الإسرائيلية.

نتيحة لرفض المخرجة المشاركة في خدمة ماكنة الدّعاية الإسرائيليّة، ووقوفها علنا مع ابناء شعبها الفلسطيني المضطهدون، والذين يعانون من إحدى أقبح هجمات الإحتلال، تتعرّض في هذه الأثناء، ألمخرجة وعائلتها، وبعض من أفراد طاقم الإنتاج للملاحقات والتهديد.

منذ عام النّكبة 1948، وقيام الدولة العبرية، وبقاء 150000 فلسطيني داخل أراضيهم ، التي اصبحت داخل حدود الدولة، وحتى يومنا تكاثر الفلسطينيون الى ما يقارب 1.3 مليون مواطن ممثلين بذلك 20% من التعداد السّكاني. ومنذ ذلك الحين لم يتوقف الفلسطينيون داخل الدولة عن اعلان هويتهم، تاريخهم وأصلهم الفلسطيني والمطالبة بالإعتراف بهم، وطالما حضرت وعلت أصواتهم في المنابر السياسية، الفنّية والإجتماعية مقاومين بذلك الجهود الإسرائيلية لمحو هويتّهم وكيانهم.

رغم الجدل واسع النّطاق بين السينمائيين الفلسطينيّين مواطني إسرائيل حول الموافقة أو رفض استعمال "حصّتهم القانونية" من التمويل الإسرائيلي، هناك إجماع على أنّ هذا التمويل هو أحد حقوق المواطنة الأساسية (رغم كونهم مواطنون كاملي الواجبات منقوصي الحقوق) وليس معروفا تقدّمه الدولة. وخلافاً لسياسات دول العالم الأخرى، حيث تفتح الصّناديق لجميع المواطنين الّذين يستوفون شروط ومعايير معيّنة، فان الصّناديق الحكوميّة والثّقافيّة في إسرائيل تستعمل كسلاح للدعاية الإسرائيلية الهادفة لتشويه الحقيقة واستبدال الوجه العنصري الإسرائيلي العنيف بوجه أكثر نظافة وقبولا على العالم.

آن الأوان، للإعتراف الرسمي بهوية هؤلاء الفلسطينيّين، مواطني الدولة كأقلية قوميّة ذات صوت، قصّة وتاريخ هو جزء لا يتجزأ من الشعب والذاكره الفلسطينية. وبالتالي الإعتراف بشرعية حقّهم بممارسة حريتهم الثقافية والفنّية.

نحن الموقعون أدناه، نتوجه إليكم طلباً لحماية ومساندة المخرجة، فيلمها "فيلا توما" وطاقمها (بمختلف هويّاتهم، أصولهم وانتماءاتهم)، ونذكر ان الموافقة على طلبات السّلطات الإسرائيلية بخصوص فيلم "فيلا توما"، لا يشرعن هذه الممارسات فقط وانما يمثل تعاوناً مع واحدة من أكثر الحكومات عنصريّة وعنفاً، كما ويكرّس ويشجّع السّلطات الإسرائيلية على الإستمرار باستعمال السينما كسلاح للدعاية. إن الموافقة على هذا النّوع من التطبيع يدعم الانكار المستمر للمواطنين الفلسطينيّين ويساهم في الحملة الإسرائيلية المستمرة لمحو كل ما هو فلسطيني.

ان دعمكم، دون أدنى شك، هو دعم للسينما ولكي يبقى الفن حراً وانسانياً.

Nous regrettons de nous trouver contraints de demander votre attention et votre soutien contre une autre attaque raciste sur le cinéma, l'art et la liberté d'expression palestinienne, tandis que la bande de Gaza est encore sous une horrible attaque.


Alors que les forces de l'armée d'occupation israéliennes détruisent ce qui reste de la bande de Gaza, tuant des milliers de civils, les Palestiniens en Israël qui refusent de faire un serment d'allégeance à l'Etat juif et donc à nier les droits inaliénables des Palestiniens ou tout simplement leur propre existence, sont brutalement attaqué.

La campagne orchestrée vicieusement par les autorités israéliennes contre la cinéaste Suha Arraf et son film "Villa toma» sélectionné pour Venise, Toronto et d autres Festival international de films «simplement» la présentation de son film en tant que Palestinienne est réfute.

La semaine dernière le corps diplomatique et juridique d'Israël ont été mobilisés afin de forcer la cinéaste à conserver la nationalité israélienne du film sous l'argument qu’ il a obtenu des fonds institutionnels israéliens, le cinéaste qui continue à refuser de participer à l'amélioration de l'image d'Israël au cours du massacres a reconsidéré la présentation du film sans un pays, comme un film non identifié! Mais en dépit de ce que les autorités ont déclaré exigeant le remboursement de l'argent investi par les investisseurs.

La cinéaste ainsi d'autres membres de l'équipe, ainsi que leurs familles sont harcelés pour ne pas soutenir et de servir la propagande israélienne et d être aux côtés de leurs frères qui sont vises par des attaques dévastatrices.

Depuis la création de l'Etat d'Israël en 1948, les 150 000 Palestiniens qui sont restés sur leurs terres dans les limites déclarées de l'Etat d'Israël, sont devenus 1,3 million de citoyens représentant 20% de la population.

Depuis 1948, ils n'ont jamais cessé de réclamer leur identité palestinienne, leur origine. Leurs voix étaient présentes et entendues par les différentes scènes politiques, artistiques et sociales pour lutter contre les stratégies et les tentatives d'effacer leur identité et déformer leur existence.

Depuis la Nakba de 1948 et la création de l'Etat juif, les 150 000 Palestiniens qui sont restés sur leurs terres dans les limites déclarées de l'Etat d'Israël sont devenus 1,3 millions de citoyens, soit 20% de la population. Leurs voix résonnent dans tous les différents domaines politiques, artistiques et sociaux, défiant les efforts incessants d'Israël pour effacer et déformer leur identité et leur existence.

Malgré le débat continu entre réalisateurs palestiniens, citoyens d'Israël, d'accepter ou de refuser leur «part juridique» du financement du cinéma israélien, il existe un large accord a l'accès à ces fonds est un droit fondamental et non une faveur ou un privilège pour des citoyens qui ont des droits à part entière. Mais, contrairement à tous les autres pays dans le monde, où les fonds publics culturels sont accessibles à tous les citoyens de l'Etat qui remplissent les critères d'admissibilité, les fonds culturels publics en Israël sont utilisés comme une arme de propagande, de déformation et de remplacer le vrai visage raciste et violent d'Israël par une nouvelle image de marque!

Il est temps pour le monde d'annoncer une reconnaissance officielle de l'existence des citoyens du peuple palestinien d'Israël en tant que minorité nationale avec leur voix et leur histoire ainsi que leur patrimoine culturel et la liberté artistique de créations

Nous, soussignés, vous demandons de soutenir et de protéger la cinéaste et son film "Villa Toma", ainsi que les membres de l'équipe (avec leurs différentes appartenances et identités) de cette forme dangereuse de violence et d'oppression.

Accepter les demandes institutionnelles d'Israël en ce qui concerne le film "Villa toma" est non seulement coopérer avec l'un des gouvernements les plus raciste et violent qu’ a connu ce pays mais aussi encourager les institutions d Israël de continuer à utiliser le cinéma comme arme de propagande, mais c'est aussi normaliser cette pratique et le renforcement de la négation continue des droits et d existence de citoyens palestiniens dans le cadre de la grande opération bien financée pour effacer tous les signes de la Palestine, qu'ils considèrent qu’ elle n a jamais existé.

Il est temps que le monde annonce lareconnaisse officielle de l'existence du peuple palestinien - les artistes et les citoyens d'Israël aussi bien - comme une minorité nationale avec leur voix et leurhistoire qui est une partie intégrante du peuple palestinien. Il est temps que nous reconnaissons leur droit à la liberté culturelle et artistique.

Mais c'est aussi pour représenter le cinéma pour qu’il continuer son chemin naturel de libre arbitre.

Indubitablement votre signature à notre pétition est un geste pour la liberté humaine et un support pour l'art et le cinéma.
