We, the Undersigned Citizens, hereby state:

The urgent implementation of the Inner Line Permit (ILP) looking into the purview of increasing number of crimes and population of the “outsiders” and more threatened by the mega development projects including railways and trans Asian highways that could bring potential unrest of massive influx by the “outsiders” in a poor law and order situation state of Manipur where there is virtual absence of any control mechanism of influx “outsider” population. Mention may be made to the sordid example of Tripura where the massive influx of Bangladeshis reduced the indigenous population to minorities and even more controls the entire political system. The unrest of increasing number of illegal refugees in Mizoram, Assam and Nagaland is also well known despite of having ILP except Assam. Since Manipur does not have any protective mechanism for any population influx from “outsiders” it is an urgent need to protect the interests of the indigenous people of Manipur.

The aim of ILP’s implementation in Manipur is not to harass or prevent entry of non-Manipuri nationals per se but to secure the future of the natives by protecting the sanctity of their socio-political rights and also to prevent demographic upheaval leading to invasion of their political bastion by the “outsiders” which has been a case with Tripura. The ILP regulation has been instrumental in averting any crimes, demographic hegemony by the outsiders in the case of Mizoram and Assam, Tripura faced the brunt of outsiders influx till today. So it is very critical for a small state like Manipur ILP is a must due to alarming increase of “outsiders”.
Historically and relatively the permit system introduced by the Government of Manipur before it was merged to India, in 1901 during the British period is very effective where any foreigners require a permit to enter and require a tax which helps in running the administration of the government. Again the permit system under the Bengal Eastern Frontier Regulation, 1873 does not allow any other parts of India (outsider) are not allowed to enter the boundary of a state without a valid pass issued by a competent authority under the regulation.

This call for the ILP is more than its permit but It is everyone’s duty to uphold the human rights of all while enforcing the laws of the land to protect the dignity and aspiration which are the very fundamental rights of the natives people of Manipur.
