The founding values of this petition reside on the principles of life, liberty, and the pursuit of happiness as stated in the Bill of Rights. Every human being has the right to be treated with dignity, compassion, and respect, which include the right to housing and safety. As social workers we strive to support the self-determination of our clients and uphold our professional ethics and values to promote social justice. Positions: 1. California is one of the states with the highest concentration of homeless people. 2. On any given winter night in San Francisco more than 7,000 people are homeless. 3. Having adequate, stable, and continuous housing is a human right. 3. Mental illness and substance or alcohol abuse are not barriers to housing. 4. Providing stable housing for the chronically homeless costs the city four times LESS than the amount spent on judicial and medical services. Action: Housing First is a supportive housing program not requiring sobriety and/or mental health treatment for residents. It has been shown that these requirements to maintain housing are the main cause of chronic homelessness. When individuals experience relapse they fall into a "revolving door" pattern: return to homelessness, suffer hospitalizations, and jail time. The goal of this petition is to create a housing first pilot project for 100 homeless individuals in San Francisco. Our aim to end this cycle and stabilize these individuals. This petition will be sent to the San Francisco Board of Supervisors.
