OnNovember 6, 2012, Houston voters passed a $1.89 billion bond to rebuild HISD schools; the largest and most historic construction effort in the history of the agency. While the district serves over 27% African American students, only 2% of design fees awarded thus far have gone to local architectural firms owned solely by African Americans. No local black firms have even been invited to interview for the four black high schools that have been awarded.

HISD administration has completely ignored efforts to discuss this matter and has made no effort to issue a direct response to the concerns raised by the community.
