We are the residents of Williamsburgh Mews Condominium, located at 98,102 &106 Havemeyer Street, Brooklyn, NY 11211 This petition is to explain our concerns about neighbor establishment, "High Horse Saloon" located at 103 Havemeyer street, right across from our middle building 102 Havemayer Street. High Horse Saloon opened in the summer of 2011 and since then it's presence slowly changed the face of our otherwise very quiet block. We, the neighbors were told repeatedly that this new spot under construction at the time, was going to be a quiet wine bar. The owners of the Hope Deli also located in 103 Havemayer St can confirm this statement. What we realized, once the bar was opened that it wasn't a quiet wine bar at all, it was a full out, high volume bar with occasional live DJ nights that turns this seemingly small harmless spot into a night club. High Horse Saloon from the moment it opened, became very popular. It's small size and the cigarette ban encourages it's patrons to hang out and congregate outside in big groups (we documented up to 20 people on a recent Saturday). This bar spills into the street regularly. Some drunk patrons then use our low traffic street (at 4am) to practice their skate boarding skills while their friends cheer for them, some other patrons recently put graffiti on a parked car in front of 98 Havemayer street also to the side walls of our building, 98 Havemayer St and on the walls of 103 Havemayer Street, the building that hosts High Horse Saloon. These kind of reoccurring disturbances effects our quality of life as residents and changes the face of our street. Another related issue is that HIgh Horse Saloon refuses to close their big windows which carry all the noise of the bar to outside, at a reasonable hour. We think this reasonable hour is 10 pm weeknights and 12pm weekends as the regulation for bars with patios state. The reason we would like High Horse Saloon to be subjected to this regulation is because of the size of it's windows which open almost all of the front facade of the bar when they are open, turning it to an out door space. Often the patrons who sit and drink by the open windows chat with their smoking friends who stand outside, carrying their bar conversations to the street. Here is a quote from an article in NY Press about High Horse Saloon that praises it's large window; "the big windows in the front thrown open, as they were on an unusually cool recent summer evening, the High Horse Saloon almost feels like an openair bar" Since it's opening in Summer 2011, some of us went repeatedly across the street to ask them to close their windows. When asked High Horse Saloon staff closes the windows only to repeat the same thing and leave them open till late into the night the very next day. To us, this shows a lack of will on High Horse Saloon's part to cooperate with the neighborhood to keep this street livable for all it's residents business and individuals alike. Our repeated affords to report the problem with 311 hasn't showed any progress up until now either. Our plea for advise at the community board meeting 1 led us to Antonio Reynoso, chief of staff to Council member Diana Reyna but our letters to him also didn't bare any fruit as to how we should proceed with this problem in our street. That's why we think that we need to organize and gather our voices at this point to get the attention of proper authorities. Please support our efforts to keep Havemeyer Street resident friendly.
