The petition
As you may or not be aware, Toronto Hydro actually estimates your power bill based on what you, your neighbors and community are spending (they even admit it on the phone if you ask). High value areas such as the waterfront and downtown core are penalized harder then the rest of the city. This is unfair because those of us who make a conscious effort to reduce energy wasted, not only for monetary reasons but for the environment, are still penalized. Toronto Hydro does NOT have the man power, resources or even money to have someone come check your meter every billing period (usually they only check once every 2-3 billing periods, i.e. 4-6 months, not every two months) and this is why they estimate.
When I moved into my new location on the waterfront, with brand new energy-safe light bulbs and energy star appliances, I received a bill with an 800% increase compared to my last residence which had no energy-safe light bulbs or energy star appliances. After making EXTREME efforts to reduce energy spent by using minimal heat, lighting and appliances, I received a bill with yet another 110% increase on top of the previous 800%, for a cumulative total of a 910% increase. Previously, my bill maxed at 300kwh/bi-monthly. The first bill here was at 2400kwh/bi-monthly. Given that the average household in America consumes 10,656 kilowatt-hours (kWh) per year, the numbers do not seem to be very accurate... To add to the fire, after I made conscious, drastic cut backs, they say I've spent 300kwh more, totaling 2700kwh/bi-monthly on the following bill! How is this possible??
