Hawaii's medical marijuana law will limit patients' participation, collective cultivation and production of cannabis medicine. Cultivation, sales and production of medicinal cannabis products will now only be handled by a select few corporations – those with millions of dollars to spare.

Hawaii legislators have created a fee structure that eliminates the majority of true patient collectives from participation in forming safe access dispensaries, collectively cultivating for those dispensaries, and donating natural medicine to medical marijuana patients. A minimum of 1.2 million dollars in reserve is required to be considered as a potential candidate to operate as a dispensing collective in Hawaii.

Hawaii's unreasonable one million dollar reserve requirement sends the message that the new ordinance is not about Safe Access to those who need it, but privileged access for those who have the means to monopolize the industry with their check book. Medical marijuana patients will be forced to obtain their medicine from the millionaires who will potentially recoup their
fees through prices on medical marijuana. Patients who have been allowed to grow their own organic medicine will potentially be forced to also purchase their medicine from the millionaires. This brings the question "Is it truly about safe and affordable access for patients?"

Do you believe that patients who have already joined together collectively to care and cultivate for one another should be allowed to apply to operate their own dispensing collective without having one million dollars in their bank account?
