Grandparent(s) should have top legal rights to their grandchild(ren), over anyone else other than the parent(s). This includes but not limited to foster homes/parents, CPS, DSHS, WIC etc. If parent(s) are not suitable to tend and care for their child(ren), then the child(rens) grandparent(s) should have the choice to take responsibility for said child(ren) before any other action is to be started.
