The governor signed HB 3079. Families can finally bring their children home.

We need Gov Rauner to sign HB 3079 into law immediately. This bill passed the Illinois House on April 15 and the Senate on May 19. Illinois currently requires one person, Intercountry Adoption Coordinator with DCFS to approve all adoption home studies for the state. These home studies have already been approved by a state licensed agency.
HB 3079 will end the need for the Intercountry Adoption Coordinator position allowing families to bring their precious children home sooner.
The Intercountry Adoption Coordinator is by law allowed 21 days to approve or deny a home study. There are families who have been waiting since at least early April!
Every day that Gov Rauner does not sign this bill is another day that families have to wait and children are left in orphanages around the world. We need him to sign this bill immediately and for the home studies to be released from DCFS.

We are trying to adopt a child from China and our homestudy has now been waiting 3 weeks for DCFS approval. Please sign this bill so we can get on to the next step of the process and get our child home sooner!
Our beautiful son spent no less than an extra 2 months in a cold orphanage because of the delay from DCFS approval. Hopefully now that we have a Republican Gov that I'm sure cares about "family values", he will quickly pass this bill and get children home to their families faster.
Children are affected by this unnecessary roadblock. Adoption is already a difficult enough process. Please speed up the process to give these children families sooner and save on the Illinois budget!
As a 4 time adoptive mother AND attorney, I am requesting this bill be signed immediately and all pending home studies released.
My families adoption has been held up 18 days waiting for our home study to be approved or Gov Rauner's signature so DCFS approval is not needed. An Illinois military has been waiting since May 15 for their home study. They are being re-located in February. Every day that they have to wait raises the risk that their adoption will not be finalized in time.
As an adoptive mother I can attest the importance of this bill. Please sign HB 3079, it is the right thing for our state and our families.

Gov. Rauner, you said you wanted to balance the budget and make hard decisions about where to cut. Well, here is an EASY place to cut. The money spent on this position is a waste! It is unneeded and costing time and money that is detrimental to so many lives.
