Monsieur le Ministre, vous avez été à l'initiative de la dérégulation des Télécommunications mobile en Israël, votre action a permis à 2 nouveaux Opérateurs d'intégrer le marché avec des solutions innovantes à des prix compétitifs, les autres Opérateurs ont du suivre le mouvement à la baisse des prix pour le plus grand bénéfice des consommateurs dont je suis.

Aujourd'hui, Golan Télécom risque de disparaitre du paysage israélien des télécoms car comme Free en France qui s'appuie sur le réseau Orange, Golan n'a pas de réseau propre, il s'appuie sur le réseau de Cellcom, la licence qui lui est accordée précise que Golan doit développer son propre réseau d'ici la fin de 2015, ce qui ne sera pas fait, et le Ministère des Télécommunications est intransigeant.

La défense des consommateurs que nous sommes passe par la défense de Golan, je propose de monter un comité de défense des consommateurs Golan afin que la Direction des Télécoms israélienne révise sa copie, Golan fédère 850.000 abonnés, si nous nous groupons tous, nous avons le poids nécessaire pour que l'Administration change ce système.

Si Golan est repris par un de ses concurrents, les prix vont à nouveau repartir à la hausse,ils étaient à 50 agorot la minute, et les services vont se restreindre.

Une solution alternative en différant cette obligation immédiate de construire un réseau propre, laisserait à Golan la possibilité de trouver un partenaire financier afin de répondre à cette demande. A noter que Golan Télécom a été bénéficiaire dès son 3ème exercice.

En signant cette pétition, les consommateurs pèseront alors de tout leur poids dans cette décision. Les abonnés à Golan ne sont pas les seuls concernés, si les prix remontent les 8 millions d'abonnés quel que soit leur opérateur en subiront les conséquences.

Il est urgent de réagir.

Golan Telecom, the end of the market opening

Mr Minister, you were at the initiative of the deregulation of mobile telecommunications in Israel. Your action allowed two new operators to integrate the market with innovative solutions at competitive prices. Other operators had to follow price decrease movement for the benefit of consumers, which I am.

Today, Golan Telecom risks to disappear of the Israeli landscape because as Free Telecom in France, which relies on the Orange network, Golan does not own its network. It relies on the Cellcom network. The license, that it was granted specifies that Golan must develop its own network by the end of 2015, which will not be done, and the Ministry of Telecommunications is uncompromising.

Consumer protection, that we are, goes through the defense by Golan. I propose to set up a Golan consumer committee so that the Israeli Telecommunication Department revises its copy, Golan federates 850,000 subscribers, if we group all of us, we weight enough to have the Administration change this system.

If Golan is taken over by one of its competitors, prices will start rising again, they were at 50 agorot per minute, and services will be reduced.

An alternative solution, postponing this immediate obligation to build its own network, would give Golan the possibility of finding a financial partner to meet this requirement. Note that Golan Telecom was profitable from its third year.

By signing this petition, consumers will weigh on this decision. Subscribers to Golan are not the only ones affected if prices rise, the 8 million subscribers regardless of their operator will suffer the consequences.

כיום, גולן טלקום בסכנת העלמות מנוף הענף הסלולארי הישראלי, מכוון שכפי שחברתFree בצרפת נשענת על רשת החברה המארחת אוראנז', אין לחברת גולן רשת משלה והיא נשענת על הרשת של חברת Cellcom, כאשר ברישיון שלה צוין שעלייה לפתח רשת עצמאית עד סוף שנת 2015, מה שלא יהיה היות ומשרד התקשורת נוקשה ובלתי מתפשר.

הגנת הצרכנים שאנו נמנים ביניהם עוברת דרך ההגנה על חברת גולן, ואני מציע להקים ועדה להגנת צרכני חברת גולן כדי שהרות הנמנית על התקשורת הסלולארית הישראלית תערוך בדיקה חוזרת בעניין. גולן מנהלת 850000 מנויים. אם אנחנו נתאגד כולנו יחד, יהיה לנו מספיק כוח הכרעה כדי שהרשות תחיל שינויים במערכת זו.

אם חברה מתחרית תרכוש את גולן, המחירים שוב יהיו במגמת עליה, הם עלו 50 אגורות לדקה והשירותים יצומצמו.

פיתרון אלטרנטיבי שייתן שהות לחובה המיידית להקים רשת עצמאית יאפשר לגולן לאתר שותף פיננסי כדי לענות על דרישה זו. נציין שחברת גולן נהיה רווחית כבר מהשנה השלישית שלה.

בחתימה על עצומה זו, הצרכנים יפעילו את מלוא משקלם לטובת ההחלטה הנ"ל. לא רק המנויים של גולן הם בבעיה. אם המחירים שוב יעלו, שמונה מיליוני המנויים, ולא משנה באיזו חברה, יסבלו מהתוצאות. הגיע הזמן להגיב בדחיפות.
