Goblins in Warcraft are known for very adaptive behavior in any situation. So, unconscious collective demands to let it for each faction. It is not idea to let the one goblin to be in each faction in the same time, it means that gamer must have a choice to join Horde or Alliance in the beginning. P.S. It must be cool, the only universal race for Horde and Alliance!
