The curfew that applies to minors in Hennepin county is both unfair and ineffective. Minors that intend to commit a crime after 10 or 11 pm will not refrain from doing so because of the curfew. The curfew also prevents minors that have no intention of doing anything illegal from spending their nights the way they want to. The curfew limits people's freedom and does nothing to prevent crime.
