"Existing state and federal human rights laws guarantee protection against discrimination based upon race, creed, sex, color, national origin, marital status, physical and mental disability.  These laws do not, however, provide similar protection against discrimination based upon sexual or affectional preference or orientation.

The purpose of this law is to ensure, under the police powers granted to the city of Syracuse, that every individual in the city of Syracuse shall enjoy protection from discrimination based upon her or his sexual or affectional preference or orientation."
