Why waste corn when ethanol does not contribute towards gas milage

I have car which was giving me 38-40 MPG before gas stations started adding "Ethanol" produced from "Corn". Now with ethanol same car gives me 35-37 MPG. Approximately 10 % reduction in gas milage. So to drive 390 miles earlier I was using 10 gallons gas. Now with gasohol (gas with upto 10% ethanol) I use 10.8 gallons. Needless to say I still use 10 gallons gas to drive 390 miles and 0.8 gallons of that could be the ethanol that I am wasting for no reason. Please explain me how would we be able to reduce foreign oil dependence this way?
