Re: Fair and Equitable State Funding of Portland State University
We, the Portland State University community, are aware that the State Legislature, the OUS Chancellor’s Office, and the Oregon State Board of Higher Education have chosen for several years to allocate money to the State system institutions in a manner that fails to take into account the substantial growth in enrollment Portland State University has experienced during that time. This is unfair to Portland State University faculty and staff who have had to deal with the increased workload associated with growing enrollment. Moreover, it is especially unfair to our students who must cope with larger classes, fewer resources, and an overburdened faculty and staff. We call on you to address these issues.
We know that OUS has chosen to charge the State system institutions for health insurance premiums in a manner that significantly disadvantages Portland State University. Income generated by Portland State University is being redistributed to subsidize higher health care costs elsewhere. This, too, is unfair to Portland State University faculty, staff and students who all have to deal with a higher cost of living than is the case elsewhere in Oregon.
We also know that the vast majority of State employees are receiving an 8.75% increase over the 2005-2007 biennium, while OUS faculty, including Portland State University faculty, are being offered significantly less. This is at odds with the State Board of Higher Education priority of addressing low faculty salaries.
Portland State University has been playing by the funding rules adopted by the State Board of Higher Education. We are maintaining access for an increasing number of Oregonians, and we have achieved excellence in several areas. We urge the PSU administration to strengthen dramatically its efforts to secure equitable funding for our institution. We urge the State Legislature, the Chancellor’s Office, and the State Board of Higher Education to end the unfair treatment of Portland State University and provide us with the equitable funding we are due. |
