City Development Authorities in India are giving green signal to all the Urban Development Projects to accomodate the Middle Class settling in the Metro Cities of India. They have no capacity to manage fresh water to the already existing and the new communities are left to have their own under ground water resource usage. This resource has a limtation that the Urban Development Authorities should consider and start Rain Water Harvesting as a compulsion.
