The City of London is telling drivers of electric vehicles that what has to date been free, will go up to £2000 for 2009, £4000 for 2010 and even higher for subsequent years. Electric vehicles are less polluting than even their most ardent detractors suggest. In city driving, conventionally-powered vehicles struggle to stay within double the manufacturer's stated gCO2/100km. This is because the engines are mostly either idling or working well away from optimum efficiency. By moving from a very generous system of concessions to a very stingy one, the City of London will promote the purchase and use of vehicles that qualify for the congestion charge exemption but are more comfortable than electric vehicles. These vehicles contribute more to congestion and are far more polluting than electric vehicles. This should be avoided, and the structure adopted by the City of Westminster provides a good example of how this can be achieved.Flag

If for nothing less than to promote London as a centre of innovation, I believe that we should keep the concessions in place to sustain the growth of electric vehicles whilst we develop the infrastructure in renewable energy from wind and wave power.
