    Comments: A proposal was already drafted by a provider agency for Frankie leave NLDC and live in the community. Why is NLDC now doing risk assessments & requiring more changes to the proposal given to them. The provider agency has complied yet again with another proposal. If the provider agency is willing and able to provide svs. for Frankie to live in the community, why is NLDC preventing this from happening

    Comments: I understand the conditions and treament Frankie is recieving. It is appalling that DDD is stalling placement for their own (read monentary) wants. If not for Frankies advocates, no-one would know what really happens in this institution.

    Comments: I have been in contact with Frankie in the past. I was privy to his story, fortunately through the Family Alliance. Not only were his living conditions horrible and disguisting, his overall treatment was horrendous! I witnessed the treatment by going on the grounds with the Family Allliance, when I was asked very rudely if my phone was a camera phone I did not even know at that time that camera phones were in existence. I agree - it is time to free Frankie!
