Help for foreign victims of Katowice MPT roof collapse (january 2006)

I/m retired journalist and one year I investigate problem of collapse MTK building ( in Katowice in 28 Jannuary 2006 ).I was present at many trials and addittonally I corresponded to Polish Buiding Ministry.
Actually,claims of vicims/s families and injureds amount above 12 milions złotych ( about 4 milions USD).
Finnally,sum of compensations vill be of course multiple more.
My (after lawyers consultations) motion is follow:
“Main responsible for this collapse (in 80-90 % ) are local State Building inspectors so State Administration. and Polish authorities will have to pay compensations in this percentage.”
Motivation:
In the end of December 2005 and in beginning of Jannuary 2006 on the roofs in Silesia in poland too ,lied enormal layer of ice-snow.The pressure on roofs was twice (and more) above maximal admissible.!!!!(it was opinions of two polytechnics )
It was character of natural disaster and buiding authorities ought to handle it very seriously.
In December 2005 and in first days of Jannuary 2006 broke down about 17 big roofs in Silesia and in all Poland territorry.Those were roofs of markets,s stores,sporthalls,factories(those collapses did not provoke death victims,because they happened on nights or when buildinds were empty)
In winter 2005-2006 (December-march) collapsed 72 big roofs under icesnow pressure in Poland.
Then,in the beggining of Jannuary 2006 Building state Inspectors (so the best building inginners)had (under penalty of the law): TO CLOSE ALL BIG AREA BUIDINGS till take away this deaths,s dangerous ice snow layer.!!!
In polish Building Law exists many law articles about building inspectors duties.:

article.68 (like art.69)
article.89.c(duty for local administratio to remove danger and to force buiding inspectors for activity)
penalty article:95.pt.3:( is under law responsibillity,who didn,t prewent danger from buiding)

I/m not lawyer and my knowledge is limited,but I think those informations are sufficiently.
I was present at many trials about this cataastrophe and newr lawyers did not raise a subject of guilty of polish buiding administration in this tragedy,and MTK is approved as only guilty.!!!!
In a case of effectively use of my suggestions J/d like to profit 1 % from payment from state administration.
Additionally,I inform,that till actuality, polish building ministry did not introduce law modifications,to pevent tragedys like MTK collapse.
