We petition the court and justice system of Yavapai County, Prescott ,Arizona to expel Frank Russell Creelman from Prescott,Yavapai County ,AZ. The following signatures are by people in Yavapai County who recognize Mr. Creelman a very unstable, dangerous person by his numerous actions involving harassment, threatening, intimiating and violent confrontations with many public institutions for the past two/three years. Plaintiffs,who have taken action against Mr. Creelman in Prescott include Yavapai College (Federal Offense-Jeane Cleary Law), Prescott College ,Sharlot Hall, Las Fuentes Nursing Home,Meadow Park Care Facility, Prescott Public Library, both Wal-Marts, K Mart, and Migun-Jade Thermatics. Many individuals,citizens of Prescott and surrounding areas have been assaulted by his explosive, irrational,violent attacks, often totally unprovoked actions. He often uses the court and "alleged charges" to further terrorize and financially harass these people, and incumber our justice system by barratry and champerty. There are numerous victims in the community identifying,alleging Mr. Creelman as a skilled, ruthless thief. We find Mr. Creelman to be a constant danger and aggravation to the peace, safety ,and potentially lethal threat to the lives of the citizens of Yavapai County. There is every indication that Mr. Creelman will continue his criminal assaults on our community. Mr. Creelman habitually,on a daily basis, wears numerous semi-automatic handguns, large hunting knives, owns numerous rifles, including an SKS rifle,(continuous fire, can go through concrete block) as stated in letter to owner of Migun-Jade Thermatics in Prescott. Several individuals report that Frank Creelman carries one or two concelled weapons illegally in his pockets, having no concealed weapons permit.On many occassions, with many individual citizens, Mr. Creelman has verbally made it blatantly clear that he is both a well-trained markman and also proficient in hand to hand combat, and with knives to kill. We ask that Mr. Creelman's rights to residence and occupation in Prescott ,Arizona and Yavapai County be taken away permanently. We, the citizens of Yavapai County, and signers of this petition, further request that Mr. Frank Russell Creelman be mandated for evaluation of his psychological issues at Arizona State Hospital in Phoenix as being a definite, escalating danger to himself and others. All petitioners are aware this petition serves to present two requests to the court. (1) Ban Mr.Frank Russell Creelman from residency or occupation in Prescott Arizona permanently. (2) Mr. Creelman be mandated to evaluation and possible treatment by Arizona State Hospital regarding his mental health issues. Thank you for your consideration and response to this petition.
