The only thing you will accomplish by doing this is increasing the level of mistrust (already quite high) that many non-Japanese people in Japan have for the Japanese government and people. At the same time, you will decrease the level of respect (already quite low) that many non-Japanese people in Japan have for the Japanese government and its people.
Isn't it about time the Japanese government and its people opened Japanese society to accept non-Japanese? Your population is dwindling, your economy is flattening out, your culture is dying---why not bring in some foreigners to breathe new life into things? There are plenty of examples of this in human history.
Sadly, I doubt that any Japanese people will read this. Japan will still keep the doors shut, stubbornly refusing change. Oh well---as you people say, "It can't be helped." Well, actually it could be helped, but that would involve you pulling your heads out of your asses and coming up with a coherent immigration strategy. You won't do that though, will you...at the end of the day, it's Japan's loss, not mine.
By the way, I studied Japanese for 12 years and lived in Japan for 4. Making the decision to go live in Japan was one of the best decisions I ever made---I learned so much, and had so many rich and rewarding experiences. But I got tired of it after a while---of the 32 countries I have been to, it is without a doubt the most unwelcoming and cold country I have ever been to.
So one day I just picked up and left. It was also one of the best decisions I ever made. Now I am back in my own country. I got my masters and am now working in a well-paying, interesting job. I don't have to work for Japanese anymore---it's really great. I learned another language, and that one is serving me well. I still travel all over the world. Occasionally I even go back to Japan. It's nice to visit, but I would never ever live there again---life is just too short to waste time in such a place with such people.
In fact, it wouldn't bother me one bit if I never visited Japan again.
So I'm not worried about you assholes taking my fingerprints and treating me like a criminal.
It is you people who are criminals for the way you treat non-Japanese.

There will be a facilitated re entry system at Narita for resident foreigners who have pre registered their biometric data in advance - called an automated gate .
However at no other International airport in Japan - I have this is in a writing from Kobe Immigration ,letter dated 21/9 .
My wife and I have lived in Kobe for 20 years - up to now a 2 minute immigration queue at KIX will now go out to up to 2 hours I'm sure .
Why ? The authorities have had 18 months to get their act together since the law was promulgated on 24th may 2006 .
I would pre register my data if allowed to do so !
