Due to the destruction of Ferguson, St. Louis and surrounding county, I propose the tax payers of the city, county and state should NOT be responsible for the cost burden to repair or replace any damages. The tax payer should not be responsible for any of the law officer overtime nor the National Guard. The cost should be solely bared upon the shoulders of social welfare programs. All money should be subrogated from those programs and entirely from their current and future budgets.
