    Comments: Two of my sons (5 and 9) were taken away from me by the Superior Court in the name of money and based on the Acts indicated above. My children live with an alcoholic and a drug addict mother. I am a good father confirmed by all evaluations of the court experts. I fill like I am in the Nazi Germany in 1939 persecuted for no aparent reason.

    Comments: Providing federal funding for adoption and foster care only encourages corruption in the system. It encourages local agencies to break families apart unnecessarily, and does not promtoe the wellbeing of the children.

    Comments: Federal funding of child support Title IV D creates a pressure for judges to "create" debtors out of normal parents, and constitutes a fraudulent use of taxpayer money since a substantial portion of the payment goes for welfare, not child support.

    Comments: I am an adoptive parent that adopted three special needs children that I am related to. In 1993 when we adopted, the children's medicaid and AFDC were taken and we were made to repay some of the money. We were told that relatives are not entitled to any assistance. This was a violation of 45 C.F.R. 1356.40 (f) and as a result our family was penalized to 15 years and deprived of Federal Entitlement Funds that the children qualified for as Sibling Group of Three, adopted by Specified Relative and all three have significant disabilities. They met the required criteria. In 2005 we found out about the fraud committed against our family and again tried to apply. We were again told that Relatives could not qualify. A violation of 42 U.S.C 671(a)(19) Our application and hearing process violated every federal and state regulation by state employees in an effort to continue to withhold these funds. This conspiracy against our family and relative placements in Georgia is prevalent due to the bias of case workers that believe relatives know about the abuse, neglect, ect. This has been publicly acknowledged by Georgia Commissioner of DHR B.J. Walker. Children need to be with their families. Even if it is an extended family member there are countless studies proving that children fare better on every level if they are with those they know and love and that love them. It is in the "Best Interest of the Child" to be placed with relatives or close family friends that are considered family. These funds are curently being misused and fraudently put into the state budgets. Our state is currently committing fraud against our family through the Adoption Assistance Program and Foster Care Funding. I have written proof, but I have been told by the DHR Appeals Reviewer that my "Right" to file an appeal is being denied. Other families are being used in similar manner. Three Georgia DHR employees were caught "creating" families and receiving TANF funds for them. One employee bilked the agency out of $105,000.00 another admitted to taking $27,000.00. Gambling debts were the reason for the thefts by one of the employees. Another family I know of wanted to adopt a sibling group of three that they were related to. The children were placed and the family inquired about the adoption assistance program. Being placed with relative satisfies the requirement of attempt to place without assistance. The family was unfortunately told that relatives could not qualify and the children were removed and placed with strangers that did not want assistance. The children were devastated as well as the relatives. Please investigate all aspects of these programs in each state especially Georgia. The ALJ in my particular case violated Federal Regulation and Policy and ignored Georgia Case law that overturned Georgia's Blanket Policy Against Retroactive Adoption Assistance Payments in our case. The two Superior Court Judge's that have ruled on similar cases found in favor of the petitioner's and in the Sander's case the Judge found the policy to be unconstitutional yet the state is allowed to continue to uphold their illegal policy, with the approval of the Office of State Administrative Hearings. We respectfully request your immediate help and attention to these crucial issues.

They are continually attacking GOOD families...biological, Foster and relative caretakers...on frivilous, fabricated and FALSE allegations in an effort to gain monumental sums of Federal funds for their respective budgets. The majority of Social Workers, Judges, and Attorneys...and others associated with these cases are NOT interested in the "best interest of the children" or "families" involved. Hence, the multitude of cases brought before the courts in recent times that have ultimately destroyed lives and families. ..emotionally, financially and physically. The GOOD SW's and others who are honest and really care for the children and families unfortunately see the corruption within the system and "refuse" to take part...leaving for better, more rewarding jobs. CHANGE MUST BE FORTHCOMING...and SOON. Please "help by opening your eyes and press for much needed changes." to protect our families and children. If something is not done soon to stop this madness and corruption, the American family unit as we know it today will cease to exist.

    Comments: my ex has over 50 child custody violations in a 5 year span in addition to having kidnapped my daughter for the first 7 months of her life. I was deprived my fundamental liberty interest in my parenting time with my daughter and have been denied all remedies under the state for the violations of my rights. I believe that the state has refused to abate child support or order my ex to reimburse over $30,000.00 in travel expenses incurred while my parenting time was deprived in order to defraud funds from the U.S. government under Title IV. I believe this a criminal racket govered under RICO as well as to constitute several other violations of civil rights under the color of law and punishable under 18 USC 241. My daughter and I have been denied our rights and Justice and we demand remedy and protection of our rights.

    Comments: Jim Wade testified before Congress in 1985 about the horirific abuse that was done to his family by this agency. Since that time it has clearly become worse, not better. Since the Federal Funding rewards States for committing these atrocities it is time to step in and see how this money is being used. Juvenile Court has nothing to do with "justice" and when looking at the number of cases that are solved by "case plans", it is clearly shown. The idea that Social Workers are "over worked" is ludicrous. If they didn't spend so much time on personal vendettas and wittch hunts they would have plenty of time and funding to take care of the kids who are truly abused and in danger. I have worked in foster care for over 10 years and have seen the abuse that this agency puts parents and the children through. I was personally accused of abuse because I pissed off a social worker. And she used a 12yr old boy to accomplish this, destroying his life in the process. The time to address this is far overdue.

    Comments: Government has no business messing with the lives of children and their families. All it has managed to do is allow vindictive parents to shatter child/parent relationships. Additionally, there is NO WAY any government agency could come into a home, and on a one hour "assessment" know whether a home is good or bad, yet these agencies are, routinely, breaking families apart based on such "assessments". The government is systematically destroying the family unit and should back off.

    Comments: COLA (cost of living ajustment) cola lowered my payments and scewed up my life. They claim I owe ten thousand dollars. My company takes the child support out before I even see it yet, I am getting hurt by a system that is incompetent, and ignorant.

    Comments: Please take action to stop tearing families apart! Please give parents back the right to parent. We need to spend our time and resources on those children that are being truely abused not false reports, unproven accusations and flat out lies made by social wreckers, DCFS, CPS, and others so that they can break up families and sell our children so that they get the "adoption bonuses" from the fedral government. The fedral government cannot protect the children in its care. My own children will tell you they have been far more abused by the system than they ever were by my ex husband.

    Comments: Too many children are removed without PROOF of abuse or neglect because the states receive bonuses for removing children...not for strengthening the biological family unit. The money goes for the wrong thing as it stands now. There must be accountability in all branches of government... However Childrens' Services misuse their funds and children become comodities.
