Mr. President; IT IS A SELF-EVIDENT STATUTORY FACT: Any person NOT REGISTERED by the Attorney General for federal jurisdiction to be federally regulated in the closed commercial system of controlled substances is STATUTORILY EXEMPT from the ambit of federal jurisdiction by the Ninety-First Congress. Mr. President; Issue an Executive ORDER to the Attorney General of the United States to "cease and desist" from further arrest and prosecution of any person NOT REGISTERED or, for the Attorney General to; produce the federal jurisdictional authority to arrest and prosecute any person NOT REGISTERED by the Attorney General for conduct alleged to be; "[i]n violation of Title 21, United States Code, Section 841(a)(1)".
